Resumo:The interest of theorists and practitioners for the Lessons learned in Projects has grown in recent years, because they are a way to enhance the successes and avoid the repetition of mistakes in the same project or in future projects. In view of this growing importance, it becomes relevant to understand the possible barriers to its use. Given this scenario, this research aimed to "Understand how Government Project Managers perceive behavioral barriers to the use of Lessons learned". This study adopts a predominantly qualitative approach, although some quantitative analyzes have been incorporated to better understand the phenomenon. For the composition of the theoretical framework, systematic literature reviews were carried out, which proved the gap and relevance of the study; they made it possible to learn about advances in the theme; and, deepen in the Theory of Planned Behavior (TPB), which was the theoretical lens identified as adequate to investigate this phenomenon and elaborate the research model with 04 hypotheses. To test the hypotheses, 02 field researches were carried out with 15 Government Project Managers, chosen by a sample of specialists. The first field research was carried out, from December 9th 2020 to January 29th 2021, through interviews. With the textual corpus obtained from the transcripts of the interviews, it was possible to perform lexical analysis in the IRAMUTEQ software. The second collection took place by filling in an online questionnaire, from April 28th to May 03th 2021, and its results helped to understand the phenomenon. Among the most relevant results, there is evidence of the behavioral barriers importance to the use of Lessons Learned, confirming the hypotheses. This study provides theoretical and managerial contributions, which makes it an important input for future research on the topic and to assist in planning training and people management policies for the government service.
