The research is bibliographic and documentary. The approach is qualitative. From the analyses made it can be seen that despite a late start of the democratization of access to education (with national independence), the catastrophic effects of war and natural disasters that greatly affected the country in the decade 1980-90, the research results indicate that over time access has improved significantly, both in terms of educational infrastructure and access opportunities. It is found that the approval of the current law (Law No. 18/2018, of 28 December) enables significant gains regarding the period of schooling as, it provides for an obligatory 9 years against the 7 provided in the previous laws of the National Education System which will bring improvements in the time spent in school. Este artículo examina la evolución de la política de democratización del acceso a la educación básica y la contextualiza analizando sus posibilidades futuras. La investigación es bibliográfica y documental. El enfoque es cualitativo. A partir de los análisis realizados, se percibe que a pesar de un comienzo tardío de la democratización del acceso a la educación (con independencia nacional), los efectos catastróficos de la guerra y las calamidades naturales que afectaron en gran medida al país en los años 80-90, los resultados de la investigación indican que con el tiempo el acceso ha mejorado significativamente, tanto en términos de infraestructura educativa como de oportunidades de acceso. Se observa que la aprobación de la ley actual (Ley N° 18/2018, de 28 de diciembre) permite avances significativos en relación con el período de escolarización ya que, contempla la obligatoriedad de 9 años frente a los 7 previstos en las anteriores leyes del Sistema Nacional de Educación, lo que traerá mejoras en el tiempo de permanencia en la escuela. Este artigo examina os desdobramentos da política de democratização do acesso à educação básica e a contextualiza analisando suas possibilidades futuras. A pesquisa é bibliográfica e documental. Quanto a abordagem é qualitativa. Das análises feitas percebe-se que apesar de um início tardio da democratização do acesso à educação (com a independência nacional), dos efeitos catastróficos da guerra e calamidades naturais que afetaram grandemente o país na década de 1980-90, os resultados da pesquisa indicam que ao longo dos tempos o acesso melhorou significativamente, tanto em termos de infraestruturas educacionais, quanto nas oportunidades de acesso. Constata-se que a aprovação da atual lei (Lei n.º 18/2018, de 28 de dezembro) possibilita ganhos significativos relativamente ao período de escolarização pois,  prevê uma obrigatoriedade de 9 anos contra os 7 previstos nas anteriores leis do Sistema Nacional de Educação o que trará melhorias no tempo de permanência na escola.
