Resumo:This study aims to draw the attention of managers within the Unified Health System (Sistema Único de Saúde - SUS) to the complexity of the work carried out by regulators, especially in a context of insufficient services. The focus is to discuss the vital importance of qualifying these professionals, considering Permanent Health Education as the most appropriate support to promote changes in practices through problematizing reality. Within this theme, the research aims to investigate the trajectory of the qualification of professionals working in the work processes of the State Regulation Complex, highlighting discussions and deliberations of the Bipartite Interagency Committee over the past 10 years. This is a socio-historical study with a qualitative approach, using documentary research as a source method for data collection. The research allowed understanding the issues surrounding the implementation of the State Regulation Complex in the state of Rio Grande do Norte, enabling the construction of a timeline with the main events related to the process. The results reveal that, in the debates of the Bipartite Interagency Committee, the emphasis does not properly focus on the importance of qualifying professionals working in the work processes of the State Regulation Complex, prioritizing the safety of the regulatory process. Managers concentrate on discussions about work processes without, however, assessing whether the professionals in these teams are qualified to perform their functions. In this scenario, it is concluded that it is imperative to develop a state plan for permanent health education for the teams of the State Regulation Complex. This plan should cover the themes discussed by managers, aligned with the needs identified by professionals in their daily activities. Additionally, the creation of a State Regulation Policy is proposed, aiming to overcome the weaknesses of internal regulations and in line with national norms.
