Resumo:Keynesian theory defends state intervention in the economy, through increased public spending, as it considers that this stimulates demand for goods and services and creates jobs, favoring economic performance. This debate encouraged research that sought to test the theory, including the work of Devarajan et al. (1996), which had significant contributions and served as the basis for several works. However, the literature that tests Keynesian theory in developing countries, especially in the Community of Portuguese Speaking Countries (CPLP) is scarce. Therefore, based on Keynesian theory and the work of Devarajan et al. (1996), this study aims to analyze the influence of public spending on the economic performance of the CPLP, in the period from 2016 to 2021. Public spending by economic category (current spending and capital spending) was considered, and, subsequently, the analysis was expanded to analyze spending by functional category (security and public order, education, infrastructure and health). Estimations were carried out with panel data using the Generalized Method of Moments (GMM), the predominant model in this type of research, aiming to capture the relationship between public spending and economic performance. The results pointed to a strong correlation between the variables, which led to the analysis of the estimates separately by variable. It was found that current spending had a positive, but not significant, relationship, while capital spending, spending on security and public order, education, infrastructure and health had a positive and statistically significant relationship with the performance of the CPLP economy. between 2016 and 2021, consequently, confirmed the pre-established theoretical hypotheses according to Keynesian theory. Therefore, it is concluded that public spending provided better performance for the CPLP economy in the years analyzed.
