Resumo:The Dunas de Natal State Park is the first regulated Conservation Unit in the state of Rio Grande do Norte, linked to the National System of Conservation Units, in the Full Protection group, twenty-seven years after its regulation. Located in Natal, the state capital, the park is in an urban area and is surrounded by two Special Areas of Social Interest, an Area of Special Tourist and Landscape Interest and military areas. As a result, it has to deal with a range of conflicts arising from the association between an Integral Protection Conservation Unit and an urban area. The main aim of this research is to "analyze the conflicts arising from the extemporaneous linking of "Park" type Conservation Units located in urban areas to the National System of Conservation Units - SNUC, based on the case of the Natal/RN Dunes Park". This is a qualitative study, considered to be the most appropriate way to respond to the problem, which is interdisciplinary. As a strategy, the Case Study was chosen because it is a detailed examination of a single example, which allows for greater depth and, consequently, greater learning about the object studied. Parque das Dunas was characterized as a single critical case, defined by its centrality to the research problem. Data collection was based on secondary data, consisting of official documents (Management Plan, Operation Plan, Procedures Manual, among others identified along the way), minutes of meetings of the UC's Management Council, Natal Master Plans, reports published in printed newspapers, found in the archives of the National Library's hemeroteca, specifically in the local newspapers O Poty and Diário de Natal, in the periods between 1970-1979 and 1980-1989; as well as related documents, which were analyzed using Content Analysis, respecting the stages of pre-analysis, exploration of the material and treatment of the results, defined by Bardin (2011). The aim was to understand the relationship between the natural and urban environment, based on regulatory instruments. Using the National System of Conservation Units - SNUC as a reference, the State Systems were analyzed in order to understand the similarities and distinctions between the instruments, seeking to identify the existence of distinct categories of Conservation Units from those defined by the SNUC. As a final theoretical framework, the Urban Park was highlighted as a category of green area closer to urban realities and its potential for providing ecosystem services, leisure and tourism, and improving people's quality of life. The results obtained point to the need to reevaluate the legislation on Conservation Units, especially at state and municipal level, with the creation of categories other than those defined by the SNUC, with a view to providing areas with characteristics and regulations closer to the realities of urban centers; the need for possible adjustments or requalification of the UCs linked extemporaneously to the SNUC, as well as a review of the Parque das Dunas Management Plan. Despite the fact that extemporaneous linkage leads to mismatches between what is stated in the law and the realities of the Conservation Units, the conflicts are not just a result of this fact; many of them have existed since their creation and have worsened over time.
