The present research is based on discussions about social security, particularly social security
in the current situation of setbacks in rights, where we have been faced with processes of
productive and organizational restructuring of work with strong impacts and changes in work
processes, more precisely, the effects of such offensives expressed in the changes occurring
with the introduction and implementation of new technologies (INSS Digital, MY INSS,
Central 135, etc.) currently experienced within the INSS and, in particular, in the Security
Social Service and the rights of the population. It aims to analyze the impacts of technological
restructuring in the INSS from the introduction of INSS DIGITAL, and specifically to
investigate the expressions of the counter-reform process of the State in the particularity of
Social Security; and Apprehend the challenges and possibilities of the new digital. As
methodology, we present a study based on the dialectical method; having as research support
documentary, with a quanti-qualitative approach. The main conclusion of the study is that the
mechanisms established by INSS DIGITAL are detrimental to the democratization of social
security rights, due, among other factors, to the unequal conditions of access to TICs for the
population. The technologization of work processes at the INSS has also not yet led to
speeding up processes, in addition to strongly interfering with the working conditions of
workers. We therefore advocate a welfare model that is configured as a solid, solidary,
collective political aimed at social justice and the rule of law. |

A presente pesquisa de dissertação parte das discussões sobre a seguridade social, em particular da previdência social. Na atual conjuntura de retrocessos nos direitos, nos deparamos com processos de reestruturação produtiva e organizacional do trabalho com fortes impactos e alterações nos processos de trabalho. Os efeitos de tais ofensivas são expressos, mais precisamente, nas alterações ocorridas com a introdução e implantação de novas tecnologias (INSS Digital, MEU INSS, Central 135 etc.) atualmente vivenciadas no âmbito do INSS e, em particular, pelo conjunto de trabalhadores, atingindo os direitos da população. O estudo objetivou analisar os impactos da reestruturação tecnológica no INSS a partir da introdução do INSS DIGITAL. Especificamente, busca investigar as expressões do processo de contrarreforma do Estado na particularidade da Previdência Social e apreender os desafios e possibilidades das novas ferramentas digitais. Na metodologia, nos baseamos no método materialista histórico-dialético, tendo como suporte a investigação pesquisa documental, com abordagem de natureza quanti-qualitativa. Como conclusão principal do estudo, tem-se que os mecanismos estabelecidos do INSS DIGITAL desfavorecem a democratização dos direitos previdenciários devido, dentre outros fatores, às condições desiguais de acesso da população às TICs. A tecnologização dos processos de trabalho no INSS também não tem, ainda, provocado patamares de celeridade dos processos, além de interferir fortemente nas condições de trabalhos dos servidores.
