Resumo:The present work aims to analyze the relationship between individual parliamentary amendments and Civil Society Organizations (CSOs) in the field of Social Assistance. The research aims to understand how individual parliamentary amendments implemented by the State Secretariat for Labor, Housing and Social Assistance — SETHAS are applied to finance social assistance projects developed by CSOs. Furthermore, we sought to contribute to a greater understanding of the process of allocating resources from individual parliamentary amendments to CSOs, based on budget quantities and procedural steps, presenting the legislation applied and challenges throughout the documentary and financial course. The methodology adopted will be documentary and procedural analysis based on information provided by the Instrumental Finance and Planning Unit (UIFP) of the aforementioned Secretariat, in order to understand the actions and challenges of this relationship. The analysis was limited to the mandatory execution amendments in SETHAS carried out by the State Deputies of Rio Grande do Norte for CSOs in the period from 2019 to 2022. With this, it was possible to verify through the consolidation of the mandatory budget of Constitutional Amendment nº 86/ 2015, based on the criteria used quantitatively, the Individual Parliamentary Amendments distributed in relation to those executed, and how the obstacles that affect the entire process of formalizing the partnership are reflections and/or impacts on the final result. The reflections and data presented demonstrate that the amendments implemented were unable to mitigate inequalities in the state.
