Resumo:This monograph discusses the concept of socio-education and the execution of socio-educative measures based on measures in an open environment in the city of Natal-RN. For the analysis, we sought to establish the relationship between social question and the infraction based on the particularities of the Brazilian socio-historical formation; discuss the concept of socio-education and the formulation of the socio-educational system based on the principles set out in the Statute of the Child and Adolescent (ECA); discuss the relationship between the Unified Social Assistance System (SUAS) and the National Socio-educational Service System (SINASE) in the accountability and social protection of adolescent offenders; and investigate the execution of the socio-educational measures service (MSE) offered at the Specialized Reference Centers in Social Assistance (CREAS) in the city. The methodology was based on the historical-dialectical materialist method, since it approaches the movement of reality through its vision of totality. A mixed approach was used, combining bibliographical research with the study of works about the subject, and documentary research, which included legislation and regulations on children’s and youth rights, socio-educacional service and social assistance policy. Data was also collected on socio-educational assistance at national, state and municipal levels, the latter by consulting the Annual Report on CREAS Assistance and Monitoring in the year 2022, provided by the Municipal Department of Labor and Social Assistance (SEMTAS). It was observed that, even with the structuring of socio-educacional activities from the perspective of accountability and social protection based on the ECA, its execution presents numerous violations. Research has indicated that the lack of clarity about the concept of socio-education is an element that allows practices that reinforce the punishment and blame adolescents and their families. In addition, the historical punitive nature of the Brazilian state’s actions is reflected in the measure service, as well as the weight of welfare in social assistance. It was concluded that the weakening of sectoral policies together with the neoliberal discourse that emphasizes the individual, reinforces the responsibility solely focused on these adolescents. The notions of good behavior stand out against the scenario of precarious social services and policies. Therefore, the intersectoral articulation of the MSE, as well as the perspective of guaranteeing social protection to those who committed an infraction, emphasize the urgency of strengthening social policies to create material conditions towards breaking with the infractional trajectory.
