The most significant regulation before the new law was Law 8.666/93, after which other legislation brought minor changes and adaptations to the needs. In 2021, Jair Messias Bolsonaro, the country's president at the time, sanctioned the new Bidding Law, Law No. 14.133/21, which came into force on April 1, 2023 and, with considerable changes, seeks to modernize administrative contract processes. Here we seek to study this new law and especially its recent amendment, made by Decree No. 11,430 of March 8, 2023. Finally, we concluded that even with the high level of bureaucracy maintained, there has been progress in the bidding process because the rules are now unified in a single law and are up to date and in line with the current needs of public administration. As licitações tiveram início no Brasil a partir do decreto 2.926, de 14 de maio de 1962, desde então passaram por inúmeras mudanças, sejam elas sutis ou significativas. A mais significativa regulamentação antes da nova Lei foi a Lei 8.666/93, depois desta outras legislações que trouxeram pequenas alterações e adaptações para as necessidades. Em 2021, Jair Messias Bolsonaro, então presidente do país, sancionou a nova Lei de Licitações, a Lei de n° 14.133/21, vigente a partir de 01 de abril de 2023 e com consideráveis alterações, busca modernizar os processos dos contratos administrativos. Aqui buscamos estudar essa nova Lei e principalmente sua recente alteração, realizada a partir do decreto nº 11.430, de 08 de março de 2023.
