Resumo:Tenders began in Brazil with Decree 2.926 of May 14, 1962, and since then they have undergone numerous changes, whether subtle or significant. The most significant regulation before the new law was Law 8.666/93, after which other legislation brought minor changes and adaptations to the needs. In 2021, Jair Messias Bolsonaro, the country's president at the time, sanctioned the new Bidding Law, Law No. 14.133/21, which came into force on April 1, 2023 and, with considerable changes, seeks to modernize administrative contract processes. Here we seek to study this new law and especially its recent amendment, made by Decree No. 11,430 of March 8, 2023. Finally, we concluded that even with the high level of bureaucracy maintained, there has been progress in the bidding process because the rules are now unified in a single law and are up to date and in line with the current needs of public administration.
