description The arrival of the First Capital Command (PCC) and the emergence of the RN Crime Syndicate (SDC) revealed a scenario of establishment of criminal organizations in the state of Rio Grande do Norte. From this, it is necessary to carry out an in-depth study of the environment conducive to the creation of CRIMORGs, the way in which they are organized hierarchically and how smaller groups, which do not receive as much state attention, are fundamental to keeping the faction's cash flow in check, fully functioning. Thus, this work analyzes in detail the foundation and history of the Crime Syndicate, then brings a specific focus to the neighborhood of Nova Parnamirim, Parnamirim/RN, with an allusion to a specific case, called Operation Crudelitas, and by finally, some measures are discussed that can function as a prevention of the emergence of new criminal organizations and the fight against those that already exist. Regarding the research methodology used, it is mixed, since part of the work is mainly bibliographic, based on the research and interpretation of sources that deal with the same theme, while the other part is based on a case study, with a qualitative and explanatory typology, presenting the information collected from a critical perspective. In the end, it is concluded that the problem of criminal organizations, including the issue of the RN Crime Syndicate, can be mitigated through a series of measures. Among them, there is state action within prison establishments in order to leave no gaps in power. Furthermore, investments in public security applied correctly and intelligently help to create a more combative police force. Furthermore, welfare policies aimed at the marginalized population tend to distance them from the world of crime, weakening the support that the criminal faction has. Furthermore, reviewing the quantity and quality of people arrested can help reduce the number of violent crimes and control the criminal organization. Finally, tracking the money generated by illicit activity and carrying out stricter confiscation is of great importance, as it conveys to individuals that crime does not pay.

A chegada do Primeiro Comando da Capital (PCC) e o surgimento do Sindicato do Crime do RN (SDC) demonstraram um cenário de estabelecimento das organizações criminosas no estado do Rio Grande do Norte. A partir disso, faz-se necessário um estudo aprofundado sobre o ambiente propício para a criação de ORCRIMs, a maneira com que elas se organizam hierarquicamente e como os grupos menores, que não recebem tanta atenção estatal, são fundamentais para manter o caixa da facção em pleno funcionamento. Dessa forma, esse trabalho analisa pormenorizadamente a fundação e a história do Sindicato do Crime, em seguida traz um recorte específico para o subnúcleo do bairro de Nova Parnamirim, Parnamirim/RN, com alusão a um caso concreto, denominado de Operação Crudelitas, e por fim são abordadas algumas medidas que podem funcionar como prevenção ao surgimento das novas organizações criminosas e o combate àquelas que já existem. No que tange à metodologia de pesquisa utilizada, ela é mista, visto que uma parte do trabalho é majoritariamente bibliográfica, a partir da pesquisa e interpretação de fontes que tratem da mesma temática, enquanto a outra parte é feita a partir de um estudo de caso, com tipologia qualitativa e explicativa, apresentando as informações coletadas sob uma ótica crítica. Também se utiliza o método dedutivo-hipotético a partir de uma perspectiva empírica de maneira complementar. Ao fim, conclui-se que a problemática das organizações criminosas, incluindo-se a questão do Sindicato do RN, pode ser mitigada a partir de uma série de medidas. Entre elas, há a atuação estatal dentro dos estabelecimentos prisionais a fim de não deixar lacunas de poder. Além disso, os investimentos em segurança pública aplicados de forma correta e inteligente auxiliam na existência de uma polícia mais combativa. Ademais, políticas assistencialistas visando a população marginalizada tendem a afastá-los do mundo do crime, enfraquecendo o apoio que a facção criminosa possui. Outrossim, revisar a quantidade e a qualidade das pessoas presas pode auxiliar a diminuir a quantidade de crimes violentos e o controle da organização criminosa.
