Resumo:The arrival of the First Capital Command (PCC) and the emergence of the RN Crime Syndicate (SDC) revealed a scenario of establishment of criminal organizations in the state of Rio Grande do Norte. From this, it is necessary to carry out an in-depth study of the environment conducive to the creation of CRIMORGs, the way in which they are organized hierarchically and how smaller groups, which do not receive as much state attention, are fundamental to keeping the faction's cash flow in check, fully functioning. Thus, this work analyzes in detail the foundation and history of the Crime Syndicate, then brings a specific focus to the neighborhood of Nova Parnamirim, Parnamirim/RN, with an allusion to a specific case, called Operation Crudelitas, and by finally, some measures are discussed that can function as a prevention of the emergence of new criminal organizations and the fight against those that already exist. Regarding the research methodology used, it is mixed, since part of the work is mainly bibliographic, based on the research and interpretation of sources that deal with the same theme, while the other part is based on a case study, with a qualitative and explanatory typology, presenting the information collected from a critical perspective. In the end, it is concluded that the problem of criminal organizations, including the issue of the RN Crime Syndicate, can be mitigated through a series of measures. Among them, there is state action within prison establishments in order to leave no gaps in power. Furthermore, investments in public security applied correctly and intelligently help to create a more combative police force. Furthermore, welfare policies aimed at the marginalized population tend to distance them from the world of crime, weakening the support that the criminal faction has. Furthermore, reviewing the quantity and quality of people arrested can help reduce the number of violent crimes and control the criminal organization. Finally, tracking the money generated by illicit activity and carrying out stricter confiscation is of great importance, as it conveys to individuals that crime does not pay.
