It is with this assumption that the analyzes will be carried out to assess the scope of the development stimulus programs that each State has programmed with regard to its incentive policy premise, which has been aiming to stimulate investment, growth, and job creation, promoting the Its social and economic development, with the interest of attracting companies to its states, led to the so-called Fiscal War. Thus, in the expectation of achieving the best possible response, this Policy was idealized, which was industrialization, regional development, and the spatial deconcentration of its industrial parks. Com o propósito de analisar a ocorrência de eficiência e eficácia que os estados da Bahia, Pernambuco, Ceará, Rio Grande do Norte e Paraíba, alcançaram ao adotarem os regimes de incentivos fiscais e, que conforme o Instituto brasileiro de Geografia e Estatística (IBGE) assume destaque econômico na região Nordeste do Brasil, é neste sentido que estes entes subnacionais no início da década de 1990 iniciaram com a prática da política de incentivos fiscais. É com este pressuposto que serão realizadas as análises para auferir o alcance dos programas de estímulo de desenvolvimento que cada Estado programou no que concerne a sua premissa da política de incentivos, que vem visando estimular o investimento, crescimento, e geração de empregos, promovendo o seu desenvolvimento social e econômico, com o interesse de atrair empresas para os seus estados, fez com que estes ensejassem na chamada guerra Fiscal.
