| Resumo: | Environmental enforcement is a responsibility of the direct administration, especially at the municipal level in Natal (Brazil, 1988). This authority is attributed to the Secretaria Municipal de Meio Ambiente e Urbanismo (SEMURB), whose implementation trajectory has been marked by various changes in nomenclature and competencies, a process that will be elucidated throughout this work. In performing this role, the agents possess police powers to ensure compliance with environmental regulations within their competencies. However, for such actions to be effective, it is crucial to analyze the importance of a programmatic and descriptive instrument that serves as a guide for decisions made by the entire operational body involved in environmental enforcement. This programmatic instrument not only guides but is also essential to align the actions of the enforcement team, providing clear guidelines and a solid foundation for decision-making. Through it, it is possible to standardize procedures, ensuring a consistent and effective approach to environmental preservation. Thus, understanding the history and transformations of SEMURB, as well as considering the importance of implementing this programmatic instrument, are essential steps to strengthen and improve environmental enforcement, ensuring its effectiveness and contributing to the protection and conservation of the environment in the municipality of Natal. |
