description Among the numerous principles of International Law are the maintenance of peace and the peaceful resolution of disputes. To this end, there is control over the application of the norms of International Law, which establishes peaceful means for resolving conflicts, with the application of diplomatic, jurisdictional and coercive measures, aiming to find a solution to controversies that arise in international society. Furthermore, current international norms declare that the use of force to resolve conflicts constitutes a violation of International Law. In other words, the illegality of war is imposed, and those who practice it will be subject to penalties for non-compliance with international rules. In this context, the war between Russia and Ukraine demonstrates the practical application of this theme of International Law, as international society used all the peaceful means of resolving conflicts at its disposal, aiming to put an end to the attack on Ukrainian territory. Therefore, the European Union, aiming to comply with international standards, established several restrictive measures against Russia, considering that the Russian State started the war on illegitimate grounds. Among the measures adopted are economic sanctions, with a ban on the import and export of certain products between Member States and the Russian State, the freezing of assets of Russian companies and people and the ban on access to the European Union's financial market. Thus, the research proposes to analyze the effectiveness of these economic sanctions, examining their effects and their role in mitigating the war between Russia and Ukraine.

Dentre os numerosos princípios do Direito Internacional encontram-se a manutenção da paz e a solução pacífica de controvérsias. Para isso, há o controle da aplicação das normas do Direito Internacional, que estabelece meios pacíficos para resolução de conflitos, com a aplicação de medidas diplomáticas, jurisdicionais e coercitivas, visando encontrar solução para as hostilidades que surgem na sociedade internacional. Para além disso, as normas internacionais vigentes declaram que o uso da força para solucionar conflitos constitui violação ao Direito Internacional. Em outras palavras, é imposta a ilicitude da guerra, e aqueles que a praticarem estarão sujeitos a penalidades pelo descumprimento das regras internacionais. Nesse contexto, a guerra entre Rússia e Ucrânia demonstra a aplicação prática desse tema do Direito Internacional, pois a sociedade internacional utilizou de todos os meios pacíficos de resolução de conflitos que tinha a sua disposição, visando pôr fim ao ataque no território ucraniano. Por isso, a União Europeia, visando o cumprimento das normas internacionais, estabeleceu diversas medidas restritivas contra a Rússia, por considerar que o Estado russo iniciou a guerra sob fundamentos ilegítimos. Dentre as medidas adotadas, estão as sanções econômicas, com a proibição de importação e exportação de determinados produtos entre Estados-membros e o Estado russo, o congelamento de bens de empresas e pessoas russas e a proibição de acesso ao mercado financeiro da União Europeia.
