description The research addresses the topic of rationality from instrumental and substantive perspectives in the context of administrative practices in the public sector, with the aim of managing teleworking. Adopting a qualitative approach, it is divided into two complementary articles with the aim of analyzing the rationality in managing a teleworking program in Public Administration. The first is a literature review that systematizes interests and objects of research on teleworking in Brazilian Public Administration, outlining its trajectory, stage and gaps based on an inventory in the Capes Catalog of Theses and Dissertations. It highlights the strong influence of the Covid-19 pandemic on interest in the topic, highlighting, based on the gaps identified, the need for analyzes of rationality regarding the experiences of workers in remote work regimes and their effects on organizational daily life. In this sense, the second article, theoretical-empirical, through a case study and data collection using documents and semistructured interviews, analyzes tensions between the substantive and instrumental rationalities in the teleworking program of Ministério Público da Paraíba (MPPB). Identifies tensions between the rationalities in organizational processes “hierarchy and norms”, “control” and “division of tasks”, such as the tension between the objectives of guaranteeing a better quality of life for teleworkers and increasing organizational productivity, as well as the formal provision for the participation of employee representatives in the Telework Management Committee without this actually occurring in administrative practice. In order to guarantee applicability to the research results, it indicates possibilities for adjustments to the management of the teleworking program. The dissertation contributes to studies in Administration by addressing elements of remote work in the Brazilian public sector in the light of rationality.

A pesquisa aborda o tema da racionalidade nas perspectivas instrumental e substantiva em contexto de práticas administrativas no setor público, tendo como objeto a gestão do teletrabalho. Adotando uma abordagem qualitativa, segmenta-se em dois artigos complementares com o objetivo de analisar a racionalidade na gestão de programa de teletrabalho na Administração Pública. O primeiro é uma revisão de literatura que sistematiza interesses e objetos da pesquisa em teletrabalho na Administração Pública brasileira, delineando sua trajetória, estágio e lacunas com base em inventário no Catálogo de Teses e Dissertações da Capes. Evidencia a forte influência da pandemia de Covid-19 no interesse pelo tema, sendo apontada, a partir das lacunas identificadas, a necessidade de análises sobre racionalidade quanto às experiências de trabalhadores em regimes de trabalho remoto e respectivos efeitos no cotidiano organizacional. Nesse sentido, o segundo artigo, teórico-empírico, por meio de estudo de caso e com coleta de dados por uso de documentos e entrevista semiestruturada, analisa tensões entre as racionalidades substantiva e instrumental na gestão do programa de teletrabalho do Ministério Público da Paraíba (MPPB). Identifica tensões entre as racionalidades nos processos organizacionais “hierarquia e normas”, “controle” e “divisão de tarefas”, tal como a tensão entre os objetivos de garantir melhor qualidade de vida ao teletrabalhador e aumentar a produtividade organizacional, bem como a decorrente da previsão formal de participação de representantes dos servidores na Comissão de Gestão do Teletrabalho sem que isso efetivamente ocorra na prática administrativa. De forma a garantir aplicabilidade aos resultados da pesquisa, indicam-se possibilidades de ajustes para a gestão do programa de teletrabalho.
