In this research, the objective was to analyze the configuration assumed by the National Student
Assistance Program at the Federal University of Pará, Campus of Altamira and its effectiveness in the
democratization of the students' permanence conditions, placing it in the current context of capitalism
and the rise of neoliberal policies. We start from the thesis that the actions of the National Student
Assistance Program, although important for expanding the conditions of permanence in higher education
for students assisted by the Program, were not enough to democratize their conditions of permanence
on the Altamira Campus, as it is a focused program that does not serve all potential beneficiaries, nor
the multiplicity of vulnerabilities present on this Campus. As a theoretical reference, we seek to
approach the approach of Historical-Dialectic Materialism by understanding that in the analysis of a
social phenomenon one must consider, above all, the context from which it originated, seeking to
identify its historicity, the contradictions and mediations that manifest in the totalities in which the object
is inserted. As methodological procedures for data collection, literature review, bibliographic research
and document analysis were used. Semi-structured questionnaires were also applied to 12 students and
semi-structured interviews were conducted with managers and members of the technical staff who work
or have worked in student assistance at the institution and with a student representative from the Campus
of Altamira. The data were analyzed using the French Discourse Analysis. It was found that the decisionmaking actions of student assistance at the Federal University of Pará are centralized by its management
at the Headquarters Campus, with the execution actions being decentralized to the Campus of Altamira,
which results in the non-compliance with the specificities of local demands of vulnerable students.

by the Program is low, between the years 2016 to 2020, there was an average of 43.4% of requests,
considering all enrolled students and only an average of 11.0% of requests. Furthermore, only six of the
ten areas of the PNAES that students would be entitled to are available on the Campus. The demand for
demands necessary for the students to stay, such as the installation of a University Restaurant, was never
met. There was progress in the institution's student assistance, through the creation of the Single Registry
of students who apply for financial aid with an initial duration of three years, guaranteeing assistance
during this period, through annual data updates, and, in the methodology used to identify the target
audience to be assisted by the National Student Assistance Program. Progress was also made by
considering other vulnerabilities that go beyond the economic vulnerability of students, employing a
more inclusive bias of student assistance in the institution. |

Nesta pesquisa, o objetivo foi analisar a configuração assumida pelo Programa Nacional de Assistência Estudantil na Universidade Federal do Pará, Campus de Altamira e a sua efetividade na democratização das condições de permanência dos estudantes, situando-o no contexto atual do capitalismo e da ascensão de políticas neoliberais. Partimos da Tese de que as ações do Programa Nacional de Assistência Estudantil, ainda que importantes para a ampliação das condições de permanência na educação superior de estudantes assistidos pelo Programa, não foram suficientes para democratizar suas condições de permanência no Campus de Altamira, por ser um programa focalizado que não atende a todos os potenciais beneficiários, nem à multiplicidade de vulnerabilidades presentes neste Campus. Como referencial teórico buscamos aproximação com a abordagem do Materialismo Histórico-Dialético por entender que na análise de um fenômeno social deve-se considerar, sobretudo, o contexto do qual ele foi originado, buscando identificar sua historicidade, as contradições e mediações que se manifestam nas totalidades nas quais se inserem o objeto. Como procedimentos metodológicos para coleta de dados foram utilizadas a revisão de literatura, a pesquisa bibliográfica e a análise documental. Foram ainda aplicados questionários semiestruturados a 12 estudantes e realizadas entrevistas semiestruturadas com gestores e integrantes do corpo técnico que atuam ou já atuaram na assistência estudantil da instituição e com uma representante estudantil do Campus de Altamira. Os dados foram analisados por meio da Análise de Discurso de vertente francesa. Foi constatado que as ações decisórias da assistência estudantil na Universidade Federal do Pará são centralizadas pela sua gestão no Campus Sede, sendo descentralizadas para o Campus de Altamira as ações de execução, o que resulta ao não atendimento de especificidades de demandas locais dos estudantes vulneravelmente econômicos que neste Campus se aproximam de 85,0%. No Campus de Altamira o percentual de estudantes atendidos pelo Programa é baixo, entre os anos de 2016 a 2020, houve a média de 43,4% de solicitações, considerando todos os estudantes matriculados e apenas a média de 11,0% de atendimentos. Ademais, somente seis das dez áreas do PNAES que os estudantes teriam direito, são disponibilizadas para o Campus. A reivindicação de demandas necessárias à permanência dos estudantes, como a instalação de um Restaurante Universitário, nunca foi atendida. Houve avanço na assistência estudantil da instituição, pela criação do Cadastro Único dos estudantes que pleiteiam auxílios financeiros com duração inicialmente de três anos, garantindo a assistência neste período, mediante atualizações de dados anualmente, e, na metodologia utilizada para identificar o público-alvo a ser assistido, pelo Programa Nacional de Assistência Estudantil. Também houve avanço por considerar outras vulnerabilidades que vão além da vulnerabilidade econômica dos estudantes, empregando um viés mais inclusivo da assistência estudantil na instituição. No entanto, estes avanços não garantirão maior abrangência de ações da assistência estudantil na instituição, em função da dotação orçamentária destinada ao Programa de Assistência Estudantil, em âmbito nacional, ser insuficiente para atender a todos os estudantes potenciais beneficiários do Programa.
