Resumo:The political (under) representation of women is a current and persistent reflection of the structural reasons for the marginalization of women in spaces of power. The explicit affirmation of their rights and the creation of special systems of protection were responses from international law, consolidated by the Convention on the Elimination of All Forms of Discrimination against Women whose article 4, section 1 determines the possibility of adopting temporary special measures, aiming to accelerate effective equality between men and women. The system of gender quotas for political candidacies in Brazil was the legislative answer, allowed by the 1988 Constitution, to guarantee maximum gender equality in elections and to assure the participation of political minorities in debate and in institutions. The guiding question of the present work inquires: does the descriptive representation, driven by gender quotas, convert into substantive representation of women, understood as propositions that focus on their interest? To answer it, the study proposes a temporal cut, from 2009 to 2022, and also a local cut, the representation of women in the City Council of Natal. The hypothesis is the virtuous cycle metaphor, according to which more women in Parliament would result in legislation more focused on women and their interests. A double approach was adopted, encompassing access to political office and the exercise of the mandate. The primary objective was to verify the correlation between the presence of women in the City Council and the promotion of their rights through their proposals. The methods used were documental research, in CMN's public data banks, and interviews with five women councilors in office. The analysis allowed us: to trace the profile of the female members of the city council, which is made mostly by white, with a college degree, married, and with children women; to propose a mapping of subjects presented and defended by them, highlighting the high percentage of proposals aimed at women and their interests; to obtain the perceptions of the councilwomen interviewed about the quota policy for access to office. The triangulation of the data allowed us to confirm the hypothesis of a virtuous circle: the increase in descriptive representation of women at the CMN was converted into consolidation of substantive representation, by the high increase of propositions aimed at women and their interests, confirming, at a local level, the importance of quotas as an instrument to increase the representation of women and the representation of women's interests
