The objective of the present work was: to analyze the management of Pnaes based
on the adhesion of federal universities to management information systems, whose
use has been recommended by the CGU in audits carried out in these institutions The
research had a descriptive-exploratory nature with a qualitative approach and had the
participation of 61 of the 69 federal universities that currently exist. Data collection took
place in two stages: at first, a documentary research was carried out in the Pnaes audit
reports, which were prepared by the CGU, in which the indication of the use of SIGs in
the management of selection processes was evidenced; payment of benefits;
monitoring and follow-up of beneficiaries; and evaluation of Pnaes; the second stage
consisted of applying a structured questionnaire with open and closed questions that
was sent through the FalaBR platform or email from the ombudsman of the 69 federal
universities surveyed and aimed to identify the level of adhesion of these institutions
to information systems managerial in the management of Pnaes processes; the data
collected in the two stages of the research were analyzed using the content analysis
technique and had the support of an Excel spreadsheet. The results of the work
indicated that, from 2016 to 2023, there was an increase in the level of adherence to
SIGs by at least 21 percentage points in the four Pnaes management processes that
were investigated, on the other hand, 07 institutions did not have any system of
management information to manage the Pnaes and 79% of the universities still did not
use GIS in the evaluation of the program. However, despite the difficulties faced by the
absence of management information systems, the federal universities carry out the
Pnaes management processes using other alternative tools. |

O presente trabalho teve como objetivo: analisar a gestão do Pnaes a partir da adesão das universidades federais a sistemas de informações gerenciais, cuja utilização vem sendo recomendada pela CGU nas auditorias realizadas nessas instituições. A pesquisa teve natureza descritiva-exploratória com abordagem qualitativa e contou com a participação de 61 das 69 universidades federais que existem atualmente. A coleta de dados aconteceu em duas etapas: no primeiro momento foi realizada uma pesquisa documental nos relatórios de auditoria do Pnaes, que foram elaborados pela CGU, na qual evidenciou-se a indicação do uso de SIGs na gestão dos processos seletivos; pagamento dos benefícios; monitoramento e acompanhamento dos beneficiários; e avaliação do Pnaes; a segunda etapa consistiu na aplicação de um questionário estruturado com perguntas abertas e fechadas que foi enviado, por meio da plataforma FalaBR ou e-mail da ouvidoria das 69 universidades federais pesquisadas e teve como objetivo identificar o nível de adesão dessas instituições a sistemas de informações gerenciais na gestão dos processos do Pnaes; os dados coletados nas duas etapas da pesquisa foram analisados por meio da técnica de análise de conteúdo e contou com o apoio de uma planilha eletrônica do Excel. Os resultados do trabalho indicaram que, de 2016 a 2023, houve um aumento no nível de adesão à SIGs em pelo menos 21 pontos percentuais nos quatro processos de gestão do Pnaes que foram investigados, por outro lado, 07 instituições não contavam com nenhum sistema de informação gerencial para realizar a gestão do Pnaes e 79% das universidades ainda não utilizavam SIGs na avaliação do programa.
