Resumo:This article is the result of a qualitative research of a theoretical and documental nature, corresponding to a work agenda that guided the task of carrying out the TCC, in the social service course, at UFRN. It systematically and analytically resumes some problems experienced in the internship field carried out in the period of 2021 at the Socio-Educational Service Foundation of Rio Grande do Norte - FUNDASE/RN, specifically in the Management sector. The research aimed to understand the structure and functioning of the socio-educational system in Brazil and in RN, in order to apprehend the great weaknesses and the greatest challenges of the youth institutionalization process, especially in a closed environment. The research also sought to address the leverage of some preliminary questions: would compliance with measures in a closed environment be a contradiction in which punishment and social protection are denoted in indistinct proportions? Would prison, from the perspective of institutionalized young people, be an expression of a violent state response to infractions? If this is a true question, would it be associated with or aggravate the existence of other internal problems, which challenge protocol compliance with socio-educational measures in a closed environment? The study highlights the importance of a comprehensive and grounded approach to issues related to the socio-educational system and its legal framework. It goes through controversial issues that reflect different ideological positions, in Brazilian society, about the national socio-educational system, such as the debate on the age of criminal responsibility, as well as the social determinations of race, class and gender reflected in criminal and violence statistics, in particular , involving youth. It is from this perspective that one can envision the contribution of studies on this topic, that is, for the dissemination of knowledge and the improvement of political and pedagogical practices in this field.
