Avaliação dos impactos da ausência do bibliotecário em bibliotecas escolares: uma análise na rede estadual de ensino do município do Natal-RN
description The present study seeks to analyze aspects related to the devaluation of state public school libraries, as well as the professional librarian in this field of work. It highlights the current situation of the Secretary of State for Education, Culture, Sport, and Leisure of Rio Grande do Norte, which does not have the position of librarian in its staff. In view of this, the State of Rio Grande do Norte does not comply with the obligation of Federal Law 12.244/2010 (which provides for the universalization of libraries in educational institutions in the country), given that it creates and sanctions ordinances that allocate readapted teachers (regents) in school libraries. The research has as general objective to investigate the impacts of the absence of the professional librarian in relation to the management, operation and services provided by school libraries in the state education network of the municipality of Natal/Rio Grande do Norte. Methodologically, it is bibliographical research, with a qualitative approach, which uses the inductive method of descriptive and exploratory profile, carried out in a selection of schools in the four zones of Natal. As a research technique, it applies a semi-structured interview with school library teachers in four public schools arranged in the north, south, east, and west zones of Natal, capital of the state of Rio Grande do Norte. The results obtained show the limitations that readapted teachers have, and because of this, management, proper functioning, and actions that should be developed in school libraries are impaired. In addition, it observes the allocation of limited financial resources for the proper structuring of school libraries. Considers that it is evident that one of the solutions to try to reduce the problem is to invest in public education, especially in school libraries, creating the position of librarian in the State, carrying out a selection process through a public tender and implementing policies for the development of culture of valuing and recognizing this space, which is so important for the training of people, which is the school library.

O presente estudo busca analisar aspectos relacionados à desvalorização das bibliotecas escolares vinculadas às escolas públicas estaduais, bem como, do bibliotecário perante esse campo de trabalho. Evidencia a atual situação da Secretaria de Estado da Educação, da Cultura, do Esporte e do Lazer do Rio Grande do Norte, que não possui o cargo de bibliotecário em seu quadro de funcionários. Diante disso, o Estado do Rio Grande do Norte não cumpre a obrigatoriedade da Lei Federal 12.244/2010, que dispõe sobre a universalização das bibliotecas nas instituições de ensino do país, haja vista que cria e sanciona portarias que alocam professores readaptados (regentes) em bibliotecas escolares. A pesquisa possui como objetivo geral investigar os impactos da ausência do bibliotecário em relação à gestão, ao funcionamento e aos serviços prestados pelas bibliotecas escolares na rede estadual de ensino do município do Natal-RN. Metodologicamente é uma pesquisa bibliográfica e documental, de abordagem qualitativa, que utiliza o método indutivo de perfil exploratório, realizada em um recorte de escolas das quatro zonas do Natal. Como técnica de pesquisa, aplica entrevista semiestruturada com professores regentes de biblioteca escolar em quatro escolas públicas dispostas nas zonas norte, sul, leste e oeste de Natal, capital do Estado do Rio Grande do Norte. Nos resultados obtidos é evidenciado as limitações que professores readaptados possuem, e por conta disso a gestão, o funcionamento adequado e ações que deveriam ser desenvolvidas nas bibliotecas escolares são prejudicadas. Além disso, observa a destinação de recursos financeiros limitados para a adequada estruturação das bibliotecas escolares.
