Resumo: | The subject of this study is information management, in particular legislative
information and access to information. Therefore, it is guided by the general objective
of understanding how the management of legislative information can contribute to the
institutional functioning, aiming at access to the bills of the Legislative Assembly of Rio
Grande do Norte (ALRN). The specific objectives are: to characterize the participants
involved in the research (the parliamentarians); in addition to assessing the issue of
transparency and access to information regarding bills from the perspective of
deputies; as well as verifying the adequacy of the ALRN's management information
systems regarding their effectiveness in providing access and transparency of bills;
and, finally, propose actions that can be implemented to improve access and
transparency of bills. In the theoretical context, it presents a literature review with
emphasis on Information Management, and theoretical models of Information
Management; in addition, it addresses the Access to Information Policy, and access to
Legislative Information, as well as Information Transparency with a focus on the
Access to Information Law. In the methodological aspect, this is an applied research,
with a quantitative and qualitative approach and classified as a case study. According
to the objectives, this is a descriptive and exploratory investigation. Its locus of
research is the Legislative Assembly of Rio Grande do Norte. The population studied
is formed by the parliamentarians (deputies) of the State of Rio Grande do Norte, with
mandates in force in the legislature that ended in 2022, totaling a non-probabilistic
sample for convenience of eight deputies, who answered interviews with open
questions, based on the procedural model of information management proposed by
Choo (2003). As for data analysis, it was performed through content analysis. From
the results found, it appears that there is a need to improve the system available to
insert the bills, with the aim of making it more accessible both for its internal users and
for the external public, contributing to the democratization of information and
publicizing the actions developed in the Legislative House. With this, some
recommendations and suggestions are proposed, namely: qualification/training
course, manual development, and website improvement. It concludes that the research
objectives were achieved, that the results of the work can contribute to other
institutions that wish to use the system. It was seen that in the context of IG, Choo's
model (2003) was relevant as it supported the intervention proposal. Finally, it
considers that future research is fundamentally necessary to analyze user behavior
and system usability. |
