Resumo:Competency-based management is a people-centered way of managing based on knowledge, skills and attitudes. Thus, the objective of this research is to analyze the essential competences of assistants in the library system at UFRN, aligning them with the development of management by competence. The centrality of assistants was due to the fact that they are of paramount importance for the functioning of libraries, sometimes even being in greater numbers than librarians in these spaces. However, in the academic literature they are little studied. To this end, the following specific objectives were assigned: a) to identify in the normative documents of the UFRN library system the services and work attributions destined to library assistants; b) characterize the personal, professional and information skills considered important for assistants' work performance, from the perspective of managers; c) characterize the profile of the assistants who work in the UFRN library system, as well as their personal, professional and information skills; d) identify the demands for continuing education for the assistants from the librarian managers and the assistants themselves; e) offer subsidies for the construction of a skills bank for library assistants; f) propose actions to improve the professional performance of UFRN library assistants. In the theoretical context, a literature review is presented with emphasis on the themes: university libraries, management by competences; professional competence; personal competence; and information literacy, as well as documentary research on documents related to service routines established by the library system. The research methodology is characterized as an exploratory research of the descriptive type, which used as procedures the bibliographical research, documental research, case study, and questionnaire destined to the assistants and the librarians who manage the libraries. For data analysis, basic descriptive statistics and the Content Analysis technique were used. Nineteen questionnaires were answered by the managing librarians and 29 questionnaires by the assistants of several libraries that make up the UFRN library system. Based on the results of the research and the bibliographic survey, an action plan was prepared with recommendations for improving the professional performance of library assistants based on the methodological and theoretical constructs of management by competence.
