In general, the aim is to present the Brazilian anti-terrorism law as a symbolic law, where the proposed central problem is to denounce that the Brazilian State develops policies of repression and edits excessive punitive norms, exempting itself from the primary responsibility of investigating the causes. and preventing the social risk factors that foster crime. Este trabalho almeja trazer à comunidade acadêmica uma série de reflexões acerca da Lei 13.260/2016, a controversa Lei de Enfrentamento ao Terrorismo, observando alguns pontos de relevância tais como o medo na sociedade contemporânea, o terrorismo mundial, as medidas de Estado que reduzem as liberdades individuais e encontram apoio na tradição punitivista da sociedade brasileira, apresentar a referida lei e as principais operações deflagradas em sua vigência e os horizontes da polarização política no tocante ao potencial instrumental desse diploma legal para perseguir adversários políticos e criminalizar grupos sociais tidos como indesejáveis.
