| Resumo: | This research discusses the power of technological and architectural measures in the Internet to control the freedom of expression. If the preservation of fundamental rights is a goal it is important to understand how control mechanisms can affect it. Three mechanisms are studied: the addition of an identification layer before Internet access is granted, the blocking of websites through the Domain Name System and platform regulation/governance proposals. They are analyzed on their probable positive effects, which issues they would give rise to regarding the freedom of expression in the Internet and if the proposal deals with the problem in itself it purports to solve, instead of its accessory consequences (the displaced control fallacy). |
