O fim das coligações partidárias no pleito proporcional de 2020: os impactos nas eleições para a Câmara Municipal de Natal e as perspectivas para o sistema de lista aberta
description The end of party coalitions in proportional elections was one of the most relevant legislative changes in the proportional open list system since its creation in 1932. Thus, after the 2020 municipal election, this measure has generated controversy, since there are doubts whether the prohibition of party alliances in legislative elections is capable of reducing serious distortions in the open list system in Brazil. In this sense, the general objective of the present study is to analyze the impacts of the end of coalitions in the 2020 proportional elections for the Municipality of Natal and the future perspectives for the open list system in Brazil. For this, the deductive method was used, with the use of bibliographic and documentary research and the systematic collection of data on the 2020 elections for the Municipality of Natal. From the results of the present study, it was found that the end of coalitions in the proportional elections for the Natal City Council in 2020 had an important influence in reducing the party fragmentation of the Natalense Municipal Parliament, in the increase of the candidacies for mayor, vice mayor and councilor , in reducing the caption vote for councilor and in the growth of female candidates for the Municipal Legislature. Thus, although the measure has the merit of encouraging parties to show their programmatic identity, the new context presents an essential dilemma for parliamentary institutions: offering a balance between governance and representation of minorities. Therefore, combined measures aimed at reducing party fragmentation, end up harming the performance of acronyms that, although small in electoral structure, have a great deal of social pressure on the Public Power. The unconstitutionality of the performance clause and the institution of party federations may be alternatives to mitigate the impacts brought about by the end of these alliances. As a matter of fact, it was found that the sealing of alliances in proportional elections demonstrates that incremental measures aimed at reforming the political system have relevant impacts on the strategies developed by the parties and candidates and, above all, on the voter's vote. In this light, the reform of the rules of the political game in Brazil involves an inclusive, vertical and mature debate about really urgent demands such as the representation of minorities in Parliament and greater internal democracy in political parties.

O fim das coligações partidárias nas eleições proporcionais se constituiu como uma das mais relevantes alterações legislativas no sistema proporcional de lista aberta desde a sua criação em 1932. Assim, passado o pleito municipal de 2020, tal medida tem gerado controvérsias, visto que há dúvidas se a vedação das alianças partidárias nos pleitos legislativos é capaz de reduzir as graves distorções no sistema de lista aberta no Brasil. Nesse sentido, o objetivo geral do presente estudo é analisar os impactos do fim das coligações nas eleições proporcionais de 2020 para Câmara Municipal de Natal e as perspectivas futuras para o sistema de lista aberta no Brasil. Para tanto, utilizou-se o método dedutivo, com o uso da pesquisa bibliográfica e documental e a coleta sistemática de dados sobre as eleições de 2020 para a Câmara Municipal de Natal. Dos resultados do presente estudo, constatou-se que o fim das coligações nas eleições proporcionais para a Câmara Municipal de Natal em 2020 teve importante influência na diminuição da fragmentação partidária do Parlamento Municipal Natalense, no aumento das candidaturas para prefeito, vice-prefeito e vereador, na redução voto de legenda para vereador e no crescimento das candidaturas femininas para o Legislativo Municipal. Dessa forma, embora a medida tenha o mérito de incentivar os partidos a mostrar sua identidade programática, o novo contexto apresenta um dilema essencial para as instituições parlamentares: oferecer um ponto de equilíbrio entre a governabilidade e a representação das minorias. Por isso, medidas combinadas que visam a diminuição da fragmentação partidária, acabam por prejudicar o desempenho de siglas que, embora sejam pequenas em estrutura eleitoral, possuem um grande poder de pressão social sobre o Poder Público. A inconstitucionalidade da cláusula de desempenho e a instituição das federações partidárias podem ser alternativas para minorar os impactos trazidos com o fim dessas alianças. A título, verificou-se que a vedação das alianças nas eleições proporcionais demonstra que medidas incrementais que visam reformar o sistema político tem impactos relevantes nas estratégias desenvolvidas pelos partidos e candidatos e, sobretudo, no voto do eleitor.
