Even in the face of an aging society, the elderly contribute to a restriction of individual
experiences from the induction of a universal old age, in which the extension of functional
capacity and the need to justify its usefulness are premises of social approval. Objective: To
develop a conceptual model of care based on the sociopolitical role of the elderly in Primary
Health Care. Methods: This is an exploratory qualitative research with an analytical and
documental approach, consisting of five stages: (1) documental research of the intervening
factors to the process of formulating public policies for the protection of the elderly. We seek
to understand the guidelines that establish its functioning and the power relations intrinsic to
the different socio-political and economic interests under the prerogative of biopolitics; (2)
documentary research to understand the power relations that determine the social construction
of the elderly based on the National Health Promotion Policies; (3) Scoping Review, following
the guidelines established by the Joanna Briggs Institute's (JBI)'s based on the following
research question: which initiatives are relevant to promote quality in Primary Health Care for
the elderly in line with the dimension of quality Person-Centered Care? (4) qualitative research
based on secondary data collected at the State Council for the Rights of the Elderly Person in
the state of Rio Grande do Norte to understand the obstacles associated with the functioning of
the elderly legal councils and (5) qualitative study considering the previous steps to the
development of the conceptual model of care for the elderly with an emphasis on the quality
dimension Patient-Centered Care and Primary Health Care. Results and discussion: We found
that the mechanisms of power implicit in policies protect old age for better management and
efficiency based on interests capitalists. The light of an ideal of uninterrupted youth
materialized by profit and productivity is denatured. Thus, the neoliberal ideology based on
depoliticization and individualistic messages ignores the social aspects related to the elderly's
own trajectory to induce, according to a prescriptive and regulatory biomedical rationality, the
utopia of achieving aging without old age and legitimizing the State's disaccountability as
promoter of health and care for the elderly. Final considerations: In view of the above, we
built a conceptual model for the care of the elderly, in opposition to neoliberal precepts
surrounding the commodification of health, to the detriment of the sociopolitical role of the
elderly and, therefore, the recognition of multidimensional aspects as essential social
instruments of political emancipation and health promotion. |

Mesmo diante de uma sociedade envelhecida, os idosos concorrem a um cerceamento das experiências individuais a partir da indução de uma velhice universal, na qual o prolongamento da capacidade funcional e a necessidade de justificar sua utilidade são premissas de aprovação social. Objetivo: Desenvolver um modelo conceitual de cuidado a partir do protagonismo sociopolítico do idoso na Atenção Primária à Saúde. Métodos: Trata-se de uma pesquisa qualitativa exploratória com abordagem analítica e documental, constituída por cinco etapas: (1) pesquisa documental dos fatores intervenientes ao processo de formulação das políticas públicas de proteção ao idoso. Buscamos compreender as diretrizes que estabelecem seu funcionamento e as relações de poder intrínsecas aos diferentes interesses sociopolíticos e econômicos sob a prerrogativa da biopolítica; (2) pesquisa documental para compreendermos as relações de poder que determinam a construção social do idoso a partir das Políticas Nacional de Promoção da Saúde; (3) Revisão de Escopo, seguindo as diretrizes estabelecidas pelo Joanna Briggs Institute’s (JBI)´s a partir da seguinte pergunta de pesquisa: quais iniciativas relevantes para promover a qualidade na Atenção Primária à Saúde do idoso em consonância com a dimensão da qualidade Cuidado Centrado no Paciente; (4) pesquisa qualitativa a partir de dados secundários colhidos no Conselho Estadual dos Direitos da Pessoa Idosa do estado do Rio Grande do Norte para compreendermos os entraves associados ao funcionamento dos conselhos de direito dos idosos e (5) estudo qualitativo considerando as etapas pregressas para o desenvolvimento do modelo conceitual de cuidado do idoso com ênfase na dimensão da qualidade Cuidado Centrado no Paciente e Atenção Primária à Saúde. Resultados e discussão: Constatamos que os mecanismos de poder implícitos nas políticas tutelam a velhice para melhor gestão e eficiência a partir dos interesses capitalistas. Desnaturaliza-se a luz de um ideal de juventude ininterrupta materializada pelo lucro e produtividade. Assim, o ideário neoliberal a partir de uma despolitização e mensagens individualistas ignora os aspectos sociais relacionados a própria trajetória do idoso para induzir, segundo uma racionalidade biomédica prescritiva e regulatória, a utopia de alcançarmos o envelhecimento sem velhice e legitimar a desresponsabilização do Estado como promotor de saúde e cuidado do idoso.
