Resumo:As far as political philosophy is concerned, it is undoubted that the Modern State provoked an intense transformation in the way of being of societies. The contractualist foundational act conceived a model of society governed by norms with the purpose of the common good. It is in this perspective that our problem is inserted, about the weighting of freedom in the face of security in a study applied to the context of the coronavirus pandemic. Our question is: does freedom prevail over security in the context of state norms that regulate the coronavirus (covid-19), such as classical contractualism in any and all contexts of life in society? In this way, we aim as a proposal to carry out a study of applied philosophy from the balance between Freedom and Security considering the different dimensions of political life. As a parameter, we used the normative instruments of the government of Rio Grande do Norte with regard to the coronavirus. It is a reflection on this unique attribute of man, which encompasses the set of must-be systems considering the prevalence of security in the face of freedom. Our hypothesis is that from the intertwining between freedom and security we can observe a process of exceptionality, based on the issue of public health arising from covid-19. There is a prevalence of security over freedom, a “security state”, a state in which for reasons of security – public health – any limits can be imposed on individual freedoms; and, as a consequence of this hypothesis, whether this exceptionality would not be a new way of doing politics, a “new normal” for the performance of the State. Since our justification is clear and due to the theoretical and social relevance and originality, the proposal resorts to bibliographic and documental research with content analysis, following a methodological approach with the administration of evidence, in view of its application in the sense of a systematization of the reality. In summary, we reaffirm our understanding that the period of the Global Pandemic, the actions of governments could have been aimed at inspiring, organizing and financing a coordinated global response in collective terms, but unfortunately we did not see anything hopeful.
