Resumo: | The present work aims to evaluate the implementation of the Integrity Plan of the Universidade
Federal do Cariri. The six dimensions of the theoretical model of Draibe (2001) were adopted
to conduct the research. Methodologically, a qualitative approach was chosen. This study is
also called evaluative research. Evaluative research seeks to evaluate the current design, its
results and how this may affect the implementation of the plan throughout the management of
the institutional processes involving the integrity program. The technique used to collect data
was document research, in the context of the documents surrounding the UFCA Integrity Plan
and national legislation on governance, which were subject to document analysis. Data were
also collected through semi-structured interviews with the implementers of the UFCA Integrity
Plan, who are public servants that make up the integrity instances of the UFCA; and content
analysis was used as a technique for treating the content of the interviews. The main results
show that the measures of the UFCA Integrity Plan, from the legal-institutional perspective,
present satisfactory legal compliance in relation to the governance Decree No. 9,203/2017 and
Decree No. 11,129/22. In turn, in the analysis of indicators of effectiveness in the
implementation of programs in DRAIBE (2001), the efficacies of the subsystems of the Plan,
in relation to its measures, were assigned both low and medium and high effectiveness. In
general, the evaluation of the 6 (six) systems or subsystems of the Plan presented satisfactory,
considering that 2 (two) subsystems were set at high effectiveness, 3 (three) subsystems at
medium effectiveness and only 1 (one) subsystem at low effectiveness. |
