description The present work had as objective to formulate a strategic map of the city of Caicó - RN, from the perception of the public managers of the high Administration, seeking to influence the governability in the execution of policies, reducing the "implementation deficit". The strategic map gathers information that will make it possible to strengthen institutional relationships, intersectoral communication and rationalization of public resources. Through the tool, it will facilitate the monitoring of the strategic management of the municipality, aiming to assist in the monitoring of budgetary items. To do so, initially, a deepening of the diagnosis of strategic management in the municipality was carried out through the conception of the interviewees. The present project considers it necessary to monitor the municipal strategy proposing objectives, goals and indicators for the implementation of the strategic map. From the above, the project defined the role and those responsible for monitoring the strategy of the municipality of Caicó, indicating the need to characterize the elaboration of a dashboard to optimize the monitoring of the strategic objectives. The identified challenges to implement a municipal strategic management have as parameters: (I) what is meant by strategic management; (II) social participation in the elaboration of strategic management; (III) management of transparency and access to information; (IV) actors involved in the process of elaborating the municipal budget; (V) create an electronic tool for monitoring strategic management – Integrated Management System; (VI) effectively adjust the survey of budget priorities; (VII) the need to discuss the objectives, goals and indicators of the Multiannual Plan; (VIII) need to implement a strategic tool in the municipality; (IX) articulator of the strategic map. The study concludes that the adoption of a monitoring of municipal strategic management and the municipal strategic implementation will contribute to improve the proposed results in the budget pieces, for that, it is necessary to create mechanisms that strengthen the organizational culture to monitor the strategic management, allied the creation and training of groups responsible for this issue at the municipal level, without forgetting the implementation of technological resources, such as an integrated management system that will contribute to greater monitoring and control of actions, goals, objectives and indicators of municipal management.

O presente trabalho teve como objetivo formular um Mapa Estratégico do município de Caicó – RN, a partir da percepção dos gestores públicos da alta Administração, buscando influenciar a governabilidade na execução de políticas, diminuindo o “déficit de implementação”. O mapa estratégico reúne informações que possibilitarão fortalecer o relacionamento institucional, a comunicação intersetorial e a racionalização dos recursos públicos. O uso da ferramenta visa facilitar o acompanhamento da gestão estratégica do município, de modo a auxiliar o monitoramento das peças orçamentárias. Para tanto, o estudo promoveu, inicialmente, um aprofundamento do diagnóstico da gestão estratégica no município por meio da concepção dos entrevistados. O presente projeto considera necessário monitorar a estratégia municipal propondo objetivos, metas e indicadores para a implantação do mapa estratégico. A partir do exposto, o projeto definiu o papel e os responsáveis pelo monitoramento da estratégia do município de Caicó indicando a necessidade de caracterizar a elaboração de um dashboard para otimizar o acompanhamento dos objetivos estratégicos. Os desafios identificados para implementar uma gestão estratégica municipal tem como parâmetros: (I) a identificação do que se entende por gestão estratégica; (II) a participação social na elaboração da gestão estratégica; (III) a implantação de uma gestão da transparência e do acesso às informações; (IV) a identificação dos atores envolvidos no processo de elaboração do orçamento municipal; (V) a criação de ferramenta eletrônica para monitoramento da gestão estratégica – Sistema Integrado de Gestão; (VI) a adequação efetiva do levantamento das prioridades orçamentárias; (VII) a necessidade de discutir objetivos, metas e indicadores do Plano Plurianual; (VIII) a necessidade de implementação de ferramenta de estratégica no município; (IX) a articulação do mapa estratégico.
