Na contramão nacional: os repertórios de interação entre estado e o movimento social feminista no Rio Grande do Norte
description This dissertation aims to identify the existing interaction repertoires between the feminist movements of Rio Grande do Norte and the state government, in the context of the implementation of the Undersecretariat for Women's Policy, from 2019 onwards. To reach the appropriate conclusions, we used Brazilian studies on the development of distinct and complex relations between social movements and the State, which combine a diversity of collective actions that are interspersed in moments of confrontation and/or cooperation, especially in the Brazilian context after the 2000s. In addition to these theoretical assumptions, the theory of political process, more specifically the concept of repertoire of action and repertoire of interaction and contributions from feminist studies. The data were collected through the analysis of narratives collected through semi-structured interviews with key actresses of the RN's gender policies subsystem, pointing to changes in the action and interaction repertoires of feminists and the government, in the post 2019 period Among the changes is a greater influence on the formulation of public policies obtained through acting in participatory state institutions and occupying positions in the bureaucracy. However, this is due to the favorable political context in the state, which brings together a government open to dialogue with the movements, a representative legislature and the existence of movements with a long history of mobilization. Even though the current government manages to implement the PT model of social participation in management, the interviews show that the movements needed to adapt to a Covid-19 pandemic context and join new channels of activism, such as the virtual one.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES A presente dissertação objetiva identificar os repertórios de interação existentes entre os movimentos feministas do Rio Grande do Norte e o governo estadual, no contexto de implantação da Subsecretaria de Política para Mulheres, a partir de 2019. Para chegar às devidas conclusões, utilizamos os estudos brasileiros sobre o desenvolvimento de distintas e complexas relações dos movimentos sociais e o Estado, que combinam uma diversidade de ações coletivas que se intercalam em momentos de confronto e/ou cooperação, sobretudo no contexto brasileiro pós-anos 2000. Somam-se a estes pressupostos teóricos, a teoria do processo político, mais especificadamente o conceito de repertório de ação e repertório de interação e contribuições dos estudos feministas. Os dados foram levantados por meio da análise de narrativas coletadas mediante entrevistas semiestruturadas com atrizes-chave do subsistema das políticas de gênero do RN, apontando para alterações nos repertórios de ação e interação das feministas e o governo, no período após 2019. Dentre as mudanças, está uma maior influência na formulação de políticas públicas obtidas por meio da atuação em instituições estatais participativas e a ocupação de cargos na burocracia. No entanto, isso ocorre devido ao contexto político favorável no estado, que reúne um governo aberto ao diálogo com os movimentos, um legislativo representativo e a existência de movimentos com um longo histórico de mobilização.
