Therefore, based on the observed number of restrictions and implications arising from the pandemic period, the monograph is part of the following research problem: Is the requirement of prophylactic measures, such as the mandatory vaccination for national soccer athletes, legitimate and should be strictly respected and observed by these subjects? Should the principle of individual freedom be to the detriment of public health protection? In addition, the research will be developed through a qualitative examination, containing representative, and normative elements, through the use of the deductive method, in the sense that a general theory is applied to consider a particular case. In other words, the technique of weighting values is applied, to the end, to discover which of them will preponder analyzing the particularities of the concrete case. At the end, it is concluded, in accordance with Robert Alexy, that the imposition of restrictive obligations of rights is legitimate, since the protection of public health compensates for the restrictions suffered by other colliding values. O presente trabalho objetiva discutir se o Estado e as entidades que detém o monopólio futebolístico podem, no contexto da pandemia da COVID-19, impor certas obrigações restritivas de direitos que, se descumpridas, irão constituir penalidades desportivas. Para tanto, partindo de que foram observadas diversas restrições e implicações oriundas do período pandêmico, a monografia parte do seguinte problema de pesquisa: A exigência de medidas profiláticas, como a exigibilidade da vacinação para atletas futebolísticos nacional, é legítima e deve ser estritamente respeitada e observada pelos referidos sujeitos? O princípio da liberdade individual deve se sobressair em detrimento ao da proteção à saúde pública? Nessa toada, o trabalho será desenvolvido por meio de um exame qualitativo, contendo elementos tanto representativos ou descritivos, quanto normativos, a partir do emprego do método dedutivo, no sentido de que se aplica uma teoria geral para ponderar um caso particular, isto é, aplica-se a técnica da ponderação de valores, para ao final, aferir qual deles irá preponderar diante das particularidades do caso concreto.
