The data collected in annual budget laws and management reports of the university of the three years cited demonstrate the tendency of a large portion of the public budget to be allocated to the payment of interest and amortization of public debt, a movement that benefits the holders of securities of this debt, and also affirms the trend of deepening the process of precariousness of public universities with the reduction of their amounts. Therefore, based on the historical-dialectical materialism, constructed under the analysis of bibliographic and documental materials, the research of quantitative and qualitative approaches will seek in the bases of the formation of the Brazilian dependent capitalism factors that directly influence the current political-economic configuration of deepening of the counter-reform of the State, due to the policies of fiscal adjustment and, consequently, of greater dispute of the public fund in times of ultraneoliberalism and conservatism. O presente trabalho tem por objetivo apresentar uma análise crítica acerca do orçamento das universidades federais do período de 2019 a 2021, mais especificamente o orçamento destinado à Universidade Federal do Rio Grande do Norte (UFRN). Os dados coletados em leis orçamentárias anuais e em relatórios de gestão da universidade dos três anos citados demonstram a tendência de uma grande parcela do orçamento público ser destinada ao pagamento de juros e amortização da dívida pública, movimento que beneficia os detentores de títulos dessa dívida, e afirma também a tendência de aprofundamento do processo de precarização das universidades públicas com a redução de seus montantes.
