In2003, theSouthern Common Market (MERCOSUR) had been relaunched, varying its agendawiththeinclusion of social, cultural and educational issues, among others. The following year, in2004,the Bolivarian Alliance for the Peoples of Our America (ALBA) was created, in2008, theUnion of South American Nations (UNASUR) and, in 2012, the Communityof LatinAmerican and Caribbean States (CELAC). However, as of 2012, the ultraliberal right, throughcoups d'état and electoral processes, had returned to power in some South Americancountries,such as Argentina, Brazil, Chile, Equador, Paraguai and Uruguai. Consideringthat theregional integration and the governments are strictly connected phenomena, it asks: howultraliberal governments influencing the South American regional integration? Acentralhypothesis is that the ultraliberal governments are provoking a regional disintegration, inorder to dissolve, make flexibility and make strictly commercial the South Americanregionalintegration initiatives MERCOSUR and UNASUR. Objective to analyze the influenceofultraliberal governments in the South American regional integration. The researchmethod, asto the approach, is hypothetical-deductive, and the research carried out is bibliographicanddocumental. The bibliographical research technique comprises the theoretical frameworkregarding South American regionalism and its initiatives, and ultraliberalism, throughbooks,articles, dissertations, and theses, among others. The documental technique retrievesthesample of ninety-four sources that comprise news from national and international electronicjournals and official communiqués from the countries foreign ministries. Of the sampleofninety-four documentary sources, fifty-three refer to UNASUR and forty-one to MERCOSUR.It was concluded that the ultra-liberal governments promoted regional disintegrationinSouthAmerica, transforming MERCOSUR into a strictly commercial initiative, and triedtoendUNASUR through the creation of the Forum for the Progress of South America (PROSUR). |
