Promorar em Natal/RN: o pioneirismo de uma política e o que restou 40 anos depois
description The housing problem is complex to solve, reflecting in situations where the housing developments intended for low-income population end up becoming into a reproduction of socio-spatial inequalities, especially in those receiving population from slum removals. During the National Housing Bank (BNH) operations in Brazil, Natal was chosen as a pioneer city in the implementation of the first slum removal (and social interest) program of the agency: The Sub-Housing Eradication Program - Promorar. This research analyzes the current urban insertion of the Promorar complexes in Natal/RN, promoted by the slum removal policy of the BNH. The empirical section is composed of the Promorar housing developments in the city of Natal/RN: Santa Esmeralda, Felipe Camarão I and II, and Panatis II. The historical aspects and socio-spatial characteristics at the time of their implementation were analyzed, as well as the main difficulties encountered and how their surroundings and urban insertions are in the city today, in the year of 2022. The methodological procedures used include bibliographic review, research in the collection of the Tribuna do Norte newspaper, and in the COHAB/RN documentation: urbanistic projects, contracts of the complexes, and photographic records of the area. Through the MaxQda software, a qualitative analysis of the newspaper articles was carried out, and through aerial images, by means of AutoCad, the urbanistic projects of the complexes were reproduced. In addition, land use and occupation mapping was carried out in the three complexes, producing thematic maps, as well as interviews with community leaders and a characterization sheet of urbanity in the area, allowing an analysis and comparison of how the complexes are structured in 2022, about 40 years after their delivery. Therefore, the research allowed us to conclude that in two of the three complexes of Promorar in Natal/RN, which received the population removed from the slums, there were significant changes in the use and occupation of the housing units, and some social factors, economic and structural factors may be related to this. On the other hand, in the complex that received the population registered at Cohab-RN, and with low-income families, little changes in infrastructural or use and occupation changes were observed in the lots.

A problemática da moradia é de resolução complexa, refletindo em situações onde os conjuntos habitacionais destinados à população de baixa renda acabam se traduzindo em uma reprodução das desigualdades socioespaciais, sobretudo naqueles que recebem população de remoção de favelas. Durante a atuação do Banco Nacional da Habitação (BNH) no Brasil, Natal foi escolhida como cidade pioneira na implementação do primeiro programa de remoção de favelas (e de interesse social) do órgão: O Programa de Erradicação da Sub-Habitação – Promorar. Esta pesquisa analisa a inserção urbana atual dos conjuntos do Promorar em Natal/RN, promovida pela política de remoção de favelas do BNH. O recorte empírico é composto pelos conjuntos do Promorar na cidade de Natal/RN: Santa Esmeralda, Felipe Camarão I e II e Panatis II. São analisados os aspectos históricos e as características socioespaciais na época de sua implementação, as principais dificuldades encontradas e como estão seus entornos e suas inserções urbanas na cidade hoje, no ano de 2022. Utilizou-se procedimentos metodológicos abrangendo revisão bibliográficas, pesquisas em acervo do Jornal Tribuna do Norte, e à documentação da COHAB/RN: projetos urbanísticos, contratos dos conjuntos, e registros fotográficos da área. Por meio do software MaxQda realizou-se a análise qualitativa das matérias de jornais e através de imagens aéreas, por meio do AutoCad, se reproduziu os projetos urbanísticos dos conjuntos. Além disso, foi realizado mapeamento de uso e ocupação do solo nos três conjuntos, se produzindo mapas temáticos, como também entrevistas com líderes comunitários e ficha de caracterização de urbanidade na área, permitindo analisar e se comparar como se estruturam os conjuntos em 2022, cerca de 40 anos depois de sua entrega. Logo, a pesquisa permitiu concluir que nos dois dos três conjuntos do Promorar em Natal/RN, os quais receberam população de remoção de favela, houve mudanças significativas no uso e ocupação das unidades habitacionais e alguns fatores sociais, econômicos e estruturais podem estar atrelados a isso.
