description Tourism is a social phenomenon which begets spatial changes, which are endorsed by different social agents (tourists, entrepreneurs, businessmen, public manages and the general population). From this presupposition it is understood that for planning tourism on a given locality it is necessary to comprehend the sociospatial dynamics, encompassing the diverse human capacities that are necessary for the population to have a freer life. Thus, the objective of this study is to analyse the sociospatial and touristic dynamic of the North Circuit of the touristic region of the Chapada Diamantina, considering the public politics, the several ambits, and the capacity of tourism to contribute to the local and regional development. The specific objectives are: 1) To problematize the approach of development, relating with the local and regional socioeconomic indexes; 2) To identify the public politics of tourism, emphasizing the articulation of the Regionalizing Program and its application on the Northern Chapada Diamantina; 3) To characterize the Chapada Diamantina, Northern Circuit, specifying the touristic infrastructure, the offer of supporting services to tourism, the attractive features and potentialities of the counties of Jacobina and Senhor do Bonfim; 4) To analyse the social participation of the population from the counties of Jacobina and Senhor do Bonfim in public discussions about tourism. The outlined problem-question presupposes: what is the contribution from tourism to the local development (of Jacobina and of Senhor do Bonfim) and regional (of the Northern Chapada Diamantina)? The spatial clipping is the touristic region of the Chapada Diamantina, the Northern Circuit, having as focus the counties of Jacobina and Senhor do Bonfim. This research is exploratory and descriptive, with a qualitative and quantitative approach. For its conclusion, the following procedures were performed; case studies, photographic registers and bibliographic and documental research. It was employed the technique of content analysis and accounted the categories of analysis of fixed and flowing and verticalities and horizontalities, as per the wording of Milton Santos. The interviews were performed with the counties and region’s public managers, the sources of touristic services and the representatives of local associations. The analysis made allow the affirmation that there has been amplification of human capacities through tourism on Jacobina, although it falls short of its potential. As for Senhor do Bonfim there are only actions towards touristic points, thus, no effort has been perceived towards amplifying human capacities through tourism.

O turismo é um fenômeno social gerador de mudanças espaciais, as quais são promovidas pelos diferentes agentes sociais (turistas, empresários, empreendedores, gestores públicos e população em geral). Partindo desse pressuposto, entende-se que, para planejar o turismo numa dada localidade, é preciso compreender a dinâmica socioespacial, englobando as diversas capacidades humanas que são necessárias para que a população tenha uma vida mais livre. Assim, o objetivo deste estudo é analisar a dinâmica socioespacial e turística do Circuito Norte da região turística Chapada Diamantina, considerando as políticas públicas, dos diversos âmbitos, e a capacidade do turismo de contribuir para o desenvolvimento local e regional. Os objetivos específicos são: 1) Problematizar a abordagem de desenvolvimento, relacionando-a com os indicadores socioeconômicos locais e regionais; 2) Identificar as políticas públicas de turismo, enfatizando a articulação do Programa de Regionalização e a sua aplicação no Circuito Norte da Chapada Diamantina; 3) Caracterizar a Chapada Diamantina, Circuito Norte, especificando a infraestrutura turística, a oferta de serviços de apoio ao turismo, os atrativos e as potencialidades dos municípios de Jacobina e Senhor do Bonfim; 4) Analisar a participação social da população dos municípios de Jacobina e Senhor do Bonfim em discussões públicas sobre o turismo. A questão-problema que se delineia pressupõe: qual a contribuição do turismo para o desenvolvimento local (de Jacobina e de Senhor do Bonfim) e regional (da Chapada Diamantina Norte)? O recorte espacial é a região turística Chapada Diamantina, Circuito Norte, tendo como enfoque os municípios de Jacobina e de Senhor do Bonfim. Trata-se de uma pesquisa exploratória e descritiva, com abordagem qualitativa e quantitativa. Para a sua concretização, foram realizados os seguintes procedimentos: estudo de caso, pesquisa bibliográfica e documental e registros fotográficos. Utilizou-se a técnica de análise de conteúdo e consideraram-se as categorias de análise fixos e fluxos e verticalidades e horizontalidades. Foram realizadas entrevistas com os gestores públicos, os prestadores de serviços turísticos e os representantes de associações locais. A análise feita permite afirmar que no município de Jacobina tem ocorrido a ampliação das capacidades humanas através do turismo, embora de forma aquém do seu potencial.
