This dissertation deals with the Federal Institutes of Education, Science and Technology,
created in 2008, legally identified as Brazilian institutions of higher, basic and vocational
education. Although the exposed educational triad has been instituted apparently without
hierarchy, vocational education has historically been the structuring axis of those
institutions. Otherwise, Federal Institutes were the organization which most increased
their number of enrollments at the higher education undergraduate degrees between 2008
and 2018 (348.6%), diversifying themselves and the federal system itself. The mentioned
diversification of higher education has been assessed, on the one hand, as negative, on
the grounds that it meets the demands of capital and the dominant class for a higher
education more restricted to teaching linked to market interests. On the other hand, before
starting this research, there was evidence that Federal Institutes could be the locus of a
positive diversification in the expansion of higher education, since the new institutions
incorporate in their legislation the dimensions of teaching, research and extension and the
horizon of polytechnic education. In order to intellectually reproduce this real movement
more precisely, the conceptions of work and education of Federal Institutes have been
analyzed in the context of the diversification of higher education and in the face of class
struggles in Brazil. Therefore, a qualitative research was structured, guided by Marxist
and Marxian Theoretical and Methodologic Approach, procedurally implemented
through documentary and bibliographic research and the content analysis technique.
Along this path, the main conceptions and relations between work, education and class
struggles were debated through the historical process of diversification of Brazilian
higher education, focusing on the strategy of diversifying it through vocational education.
Federal Institutes were also characterized as institutional and academic (re)organization
of higher and professional education in the perspective of social quality, as well as the
conceptions of work and education present in their 38 current political-pedagogical
projects were identified and categorized. From the 1990s onwards, but mainly after the
implementation of Institutes, the presence of broader, progressive and, at times, counterhegemonic conceptions of work and education was observed. Among other elements,
conceptions and praxis were identified pointing to the integral, integrated, polytechnic
and omnilateral education of the working class, based on principles such as democratic
management and the inseparability of teaching, research and extension. The revealed
reality places the Institutes in the direction of social quality, among persistent, but not
absolute, contradictions and subordination to capital. The referred process coincides with
the expansion of the union organization of workers from vocational and higher education
and their more intense insertion in class struggles. Four institutional trends were unveiled,
in which both the defense of collective social change beyond capital and the maintenance
of the system prevail and project Institutes as a positive and contradictory diversification
in the expansion of higher education. It is expected that this study will contribute to future
research on the Institutes' educational conceptions and praxis and their resignification
toward collective engagement in favor of a universal, public and free education, provided
with social quality and anchored in the polytechnic and omnilaterality notions. At the
same time, it is expected it will point the emergence of a new sociability, without classes,
in which work will be established through the free association of universally emancipated individuals. |

Esta dissertação versa sobre os Institutos Federais de Educação, Ciência e Tecnologia, criados em 2008, legalmente identificados como instituições brasileiras de educação superior, básica e profissional. Apesar dessa tríade educacional ter sido instituída aparentemente sem hierarquização, a educação profissional tem sido, historicamente, o eixo estruturante dessas instituições. Os institutos federais, por sua vez, foram as organizações acadêmicas que mais ampliaram seu número de matrículas de educação superior de graduação entre 2008 e 2018 (348,6%), diversificando a si e o próprio sistema federal. A mencionada diversificação da educação superior tem sido avaliada, por um lado, como negativa, sob a argumentação de que atenderia às exigências do capital e da classe dominante por formações mais restritas ao ensino e voltadas para o mercado. Por outro lado, antes de iniciar esta pesquisa, reuniam-se indícios de que os institutos federais poderiam ser lócus de uma diversificação positiva na expansão da educação superior, uma vez que a institucionalidade abarca em sua legislação as dimensões do ensino, pesquisa e extensão e germina o horizonte da educação politécnica. A fim de reproduzir com mais precisão esse movimento do real, buscou-se analisar as concepções de trabalho e educação dos institutos federais no contexto da diversificação da educação superior e em face das lutas de classes no Brasil. Estruturou-se, para tanto, uma pesquisa qualitativa, guiada pela orientação teórico-metodológica marxiana e marxista, procedimentalmente implementada por meio de pesquisas documental e bibliográfica e da técnica de análise de conteúdo. Nesse percurso, debateram-se, especificamente, as principais concepções e relações entre trabalho, educação e lutas de classes no processo histórico de diversificação da educação superior brasileira, atendo-se, principalmente, à estratégia de diversificá-la por meio da educação profissional. Caracterizaram-se os institutos federais como (re)organização institucional e acadêmica de educação superior e profissional na perspectiva da qualidade social, bem como foram identificadas e categorizadas as concepções de trabalho e educação presentes em seus 38 projetos político-pedagógicos vigentes. Constatou-se, a partir da década de 1990, mas principalmente, depois da implementação dos institutos, a presença de concepções de trabalho e educação mais amplas, progressistas e, por vezes, contra-hegemônicas. Foram identificadas, entre outros elementos, concepções e práxis que apontam para a formação integral, integrada, politécnica e onilateral da classe trabalhadora, sustentadas sobre princípios como gestão democrática e indissociabilidade entre ensino, pesquisa e extensão. Esse panorama projeta os institutos na direção da qualidade social, em meio às contradições persistentes, mas não absolutas, de subordinação ao capital, o que coincide temporalmente com a ampliação da organização sindical das trabalhadoras e dos trabalhadores da educação profissional e superior e de sua mais intensa inserção nas lutas de classes. Desvelaram-se quatro tendências institucionais em que predominam tanto a defesa da mudança social coletiva para além do capital quanto a manutenção do sistema, projetando os institutos como diversificação ora positiva, ora contraditória na expansão da educação superior.
