A tecnomorfologia do estado do Rio Grande do Norte: a configuração territorial da Infovia Potiguar
description The discussion on the technomorphology of the territory of Rio Grande do Norte, considering the implementation of Infovia Potiguar by the Center for Advanced Networks (NuRA) of the Federal University of Rio Grande do Norte (UFRN), which hosts the Point of Presence of the National Education and Research in Rio Grande do Norte (PoP-RN) consists of understanding different technical infrastructures present in this territory, some preexisting and others being created to compose the territorial configuration of this highcapacity information network in the state. This network intends to provide quality access to the Internet for the state through the academic network, the government network and the distribution of access to partner companies, which will consequently allow this access to the general population. Thus, knowing the differences in the territory of RN that has different levels of densities referring to information networks, especially in terms of quality, this research aims to understand the territorial configuration of Infovia Potiguar and the consequent uses of the territory intertwined with this materiality in the state. This includes as objectives to highlight the technical and service networks that are included in this project, analyze the regionalization of information and uses by different agents of the territory and the opportunities and challenges of better management of the territory allowed by this enterprise in the state. For this, the research is based on the geographic theory of space, as a totality, by Milton Santos; the theoretical discussion on technomorphology by Mauss; the concepts of Geography, such as territory, region, network and place; the Regional Analysis Method, with highlighting the geographic complex of Pierre Monbeig; and the categories of analysis, which are the landscape, the territorial configuration, the use and management of the territory, in addition to the region as a fact and as a tool allowing the analysis of the research object. With regard to methodological procedures, the bibliographic research served to compose the theoreticalconceptual body and the research method, as well as to investigate discussions about information networks, including the Internet, in a historical and technical perspective, in the world, in the Brazil and in the state of RN. The documentary research was also listed and served for a survey specifically focused on the regulation of telecommunications, the Internet and RNP in Brazil and PoP-RN in the state of RN. Finally, the research used the field activity to obtain data, information and empirical records and also the laboratory research for the elaboration of the indicator system, called Indicator System for Information Management by Infovia Potiguar in Rio Grande do Norte (SIGIP-RN) and cartographic products in order to generate results that were discussed and analyzed.

A discussão sobre tecnomorfologia do território do Rio Grande do Norte, considerando a implantação da Infovia Potiguar pelo Núcleo de Redes Avançadas (NuRA) da Universidade Federal do Rio Grande do Norte (UFRN), que hospeda o Ponto de Presença da Rede Nacional de Ensino e Pesquisa no Rio Grande do Norte (PoP-RN), consiste na compreensão de diferentes infraestruturas técnicas presentes neste território, algumas preexistentes e outras sendo criadas para compor a configuração territorial dessa rede de informação de alta capacidade no estado. Esta rede pretende fornecer acesso de qualidade à Internet para o estado através da rede acadêmica, da rede de governo e da distribuição do acesso para as empresas parceiras, que consequentemente permitirão esse acesso à população em geral. Assim, sabendo-se das diferenciações do território do RN que possui diferentes níveis de densidades referentes às redes de informação, sobretudo em termos de qualidade, esta pesquisa objetiva a compreensão da configuração territorial da Infovia Potiguar e os consequentes usos do território imbricados a essa materialidade no estado. Isto inclui como objetivos evidenciar as redes técnicas e de serviços que estão inclusas nesse projeto, analisar a regionalização da informação e os usos por diferentes agentes do território e as oportunidades e desafios de melhor gestão do território permitidas por esse empreendimento no estado. Para isso, a pesquisa tem como base a teoria geográfica de espaço, enquanto totalidade, de Milton Santos; a discussão teórica sobre a tecnomorfologia de Mauss; os conceitos da Geografia, como território, região, rede e lugar; o Método da Análise Regional, com destaque para o complexo geográfico de Pierre Monbeig; e as categorias de análise, sendo estas a paisagem, a configuração territorial, o uso e a gestão do território, além da região como fato e como ferramenta permitindo analisar o objeto de pesquisa. No que se refere aos procedimentos metodológicos, a pesquisa bibliográfica serviu para compor o corpo teórico-conceitual e o método da pesquisa, bem como para investigar discussões sobre as redes de informação, inclusive à Internet, numa perspectiva histórica e técnica, no mundo, no Brasil e no estado do RN. A pesquisa documental também foi elencada e serviu para um levantamento especificamente voltado para a regulação das telecomunicações, da Internet e da RNP no Brasil e do PoP-RN no estado do RN.
