description Police forces are essential tools in any State project and, in democracies, they are essential to protect the fundamental rights and guarantees of citizens (MONJARDET, 2002). Despite not being presented in a single format, since they respond to the particularities of each state and people, modern police forces end up presenting common characteristics and tendencies, classified as policing standards (BAYLEY, 2002). Modern policing patterns are the result of the interaction between police, state and society, and may vary from public and state needs. During the COVID-19 pandemic, the Brazilian State was required to adapt its actions so that it could guarantee compliance with the measures to combat the pandemic and, thus, allow a better public response in the field of health, the main field affected by the high number of infections and severe manifestations of the disease, but also in fields such as public security, economics and education. An essential tool for the implementation of policies to combat the pandemic, the state military police had their action based on the edition of state decrees, which defined numerous processes to be observed by police forces during the critical period faced. In Rio Grande do Norte (RN), a state in the Northeast of Brazil, the Military Police also experienced this phenomenon and began to add other routines to the processes already developed. For example, monitoring compliance with measures such as the use of masks, isolation, quarantine, compulsory medical examinations. In addition, other overt measures, such as the implementation of the curfew, the escort of vaccines, support for health units and the implementation of sanitary barriers. In addition to these processes, in the field of force application, other patterns were affected, such as institutional funding, the development of professional activities in the operational and administrative scope, institutional action in the political field, the structure of the institution and its strength. Given these circumstances, the present work analyzes how the critical event of the pandemic by COVID-19, which took place worldwide between the years 2020-2021, affected the practices of a police force, notably the Military Police of RN, identifying in the Government Decrees edited during the pandemic the elements classified as the policing standards established by David H. Bayley in his theory about “policing standards” manifested.

As forças policiais são ferramentas imprescindíveis em qualquer projeto de Estado e, nas democracias, são essenciais à proteção dos direitos e garantias fundamentais dos cidadãos (MONJARDET, 2002). Apesar de não se apresentarem em um formato único, uma vez que respondem as particularidades de cada Estado e povo, as polícias modernas acabam por apresentar características e tendências em comum, classificadas como padrões de policiamento (BAYLEY, 2002). Os padrões de policiamento modernos são resultados da interação entre polícias, Estado e sociedade, podendo variar a partir das necessidades públicas e estatais. Durante a pandemia por COVID-19, o Estado brasileiro foi demandado a adequar a sua atuação para que pudesse garantir o cumprimento das medidas de enfrentamento à pandemia e, com isso, permitir uma melhor resposta pública no campo da saúde, principal campo afetado pelo elevado número de infecções e manifestações graves da doença, mas também em campos como segurança pública, economia e educação. Ferramenta imprescindível para a efetivação das políticas de enfrentamento a pandemia, as polícias militares estaduais tiveram a sua atuação balizada a partir da edição de decretos estaduais, os quais definiram inúmeros processos a serem observados pelas forças policiais durante o período crítico enfrentado. No Rio Grande do Norte (RN), estado do Nordeste do Brasil, a Polícia Militar também vivenciou esse fenômeno e passou a incrementar aos processos já desenvolvidos outras rotinas. Por exemplo, a fiscalização do cumprimento de medidas como o uso de máscaras, o isolamento, a quarentena, a realização compulsória de exames médicos. Ademais, outras medidas ostensivas, como a efetivação do toque de recolher, a escolta de vacinas, o apoio à unidades de saúde e a realização de barreiras sanitárias. Além desses processos, no campo da aplicação da força, outros padrões foram afetados, como o financiamento institucional, o desenvolvimento das atividades profissionais no âmbito operacional e administrativo, a atuação institucional no campo político, a estrutura da instituição e a sua força. Diante destas circunstâncias, o presente trabalho analisa como o evento crítico da pandemia por COVID-19, havida mundialmente entre os anos 2020-2021, afetou as práticas de uma força policial, notadamente da Polícia Militar do RN, identificando nos Decretos Governamentais editados durante a pandemia os elementos classificados como se manifestaram os padrões de policiamento estabelecidos por David H.
