description The present work has as main objective to analyze the Municipal Management Effectiveness Index of the municipality of Pedro Velho/RN and its possible points of improvement. With the intention of demonstrating the degree of effectiveness of the city of Pedro Velho/RN during the period from 2015 to 2018; also identifying the management areas that have the best performance at the municipal level; and finally, analyze each of the seven pillars that make up the IEGM and its relevance to the municipality. The study used a qualitative approach with a descriptive method, through a case study. Data capture from the municipality of Pedro Velho/RN with regard to the IEGM was carried out through the portal of the Court of Auditors of the State of Rio Grande do Norte, with the period from 2015 to 2018 as the period delimitation. And for in addition, an interview was carried out with the accountant Adailton M. Gomes Xavier, who is technically responsible for the team that provides accounting advice to the Municipality of Pedro Velho/RN. Notes and their parameters were identified, as well as the levels to which municipal indicators fit within the IEGM, with emphasis on the results achieved by health and fiscal management indicators, as well as the rapid and considerable growth of the evaluations of the indicators of cities plans and IT governance. In this way, it is possible to analyze that the scores obtained through the municipal IEGM fit in a negative and low way, and that the municipality really needs an incentive process from the municipal management so that the areas with lower evaluations can make progress in their levels. Finally, it is reasonable to understand that this research work can bring contributions to the municipal public administration of Pedro Velho/RN, passing through managers, agencies and also the population in general.

O presente trabalho desenvolvido tem como objetivo central analisar o Índice de Efetividade da Gestão Municipal do município de Pedro Velho/RN e seus possíveis pontos de melhoria. Tendo a intenção de realizar a demonstração do grau de efetividade da cidade de Pedro Velho/RN durante o período de 2015 a 2018; identificando também as áreas da gestão que possuem o melhor desempenho no âmbito municipal; e por fim analisar cada um dos setes pilares que compõem o IEGM e sua relevância para o município. O estudo fez o uso da abordagem qualitativa com método descritivo, através de um estudo de caso. A captação de dados do município de Pedro Velho/RN no que diz respeito ao IEGM, foi realizada por meio do portal do Tribunal de Contas do Estado do Rio Grande do Norte, tendo como delimitação de período os anos de 2015 até 2018. E para complemento, se utilizou de uma entrevista realizado com o contador Adailton M. Gomes Xavier, responsável técnico pela equipe que presta assessoria contábil para a Prefeitura de Pedro Velho/RN. Foi identificado notas e seus parâmetros, como também os níveis aos quais os indicadores municipais se enquadram por dentro do IEGM, tendo destaque para os resultados atingidos pelos indicadores de saúde e gestão fiscal, como também os rápidos e consideráveis crescimentos das avaliações dos indicadores de cidades planejadas e governança TI. Desta forma, é possível analisar que as notas obtidas através do IEGM municipal se enquadram de forma negativa e baixa, e que realmente o município precisa de um processo de incentivo da gestão municipal para que as áreas com menores avaliações consigam ter progresso em seus níveis.
