Resumo:The work exposed here deflagrates a little about the Brazilian socio-historical formation, in order to understand how it can influence the issue of the permanence of children and adolescents in the Shelter Institutions, as well as the adoption and non-adoption of black children in Natal/RN. Its general objective is to analyze the determinants of the permanence of black children and adolescents in Shelter Institutions in Natal/RN. The approach used for the research was quanti-qualitative, and the work was carried out by means of data collection carried out in two of the Reception Institutions of the Municipal Secretary of Assistance and Work- SEMTAS, in the Children's Villages and also through bibliographic research and document analysis. . Through critical and reflective analysis, it was concluded that the current profile of children/adolescents in foster care institutions, according to the data, is composed of brown and black children, which is one of the determinants of their permanence, expressing racism still present in Brazilian society.
