Resumo:Many institutions, whether private, public or in the third sector, are increasingly looking to improve their organizational performance, since they are inserted in an environment of uncertainty that requires flexibility in the face of transformations, in the public sector, in particular, some users are more participatory and buying efficiency in public demands. In this context, the elaboration of a strategic plan adequate to the characteristics, intentions and reality of the organization is essential. And a possible method of defining strategic objectives for organizations, which adds value in the development of planning, delivering perspectives to be created when defining objectives, goals and indicators is the Balanced Scorecard (BSC). Thus, this study aims to develop the strategic planning, based on the Balanced Scorecard (BSC) for a public agency, in this case, the Human Resources Session of the State Superintendence of the Ministry of Health in Rio Grande do Norte, in order to analyze how its elaboration can contribute to greater effectiveness in the activities developed by the sector. To this end, it used theoretical research, participant observation and structured interviews with the servers to seek useful information that would enable the elaboration of the plan. As an expected result, strategic planning is structured from the diagnosis of the sector and the elaboration of the organizational identity. Finally, it was possible to perceive the contribution of strategic planning to the sector, presenting the main problems and how to best solve them.
