| Resumo: | This monograph aims to apprehend the impacts caused on the provision of maternal and child health services, from the implementation of EBSERH, in the maternity School Januário Cicco. The realization of the 8th National Health Conference was essential to think of health as a right of all and a duty of the state, as well as the Federal Constitution (CF) of 1988, for the advances achieved in the area of social rights. Since the 1990s, the implementation phase of neoliberal adjustment policies has begun, which brings impasses to the effectiveness of a universal health system, since the state becomes minimal for the social, resulting in the expansion of the procedural privatization of public health services, as well as the effectiveness of the objectives of the privatist project. The methodology was based on qualitative research, using bibliographic and documentary research. After, the studies carried out conclude that the implementation of the Brazilian hospital services company (EBSERH) is the result of the commodification that social Security has been suffering and, consequently, health policy, in view of exposing the process of State disresponsibility, such as the experience of Maternity School Januário Cicco. |
