Resumo:This research has the general objective of validating and adapting to the public sector an instrument to measure the formulation of strategy in organizations. This instrument was developed by Lucian, Barbosa, Sousa Filho, Pereira e Silva, in 2008, and is based on studies by De Wit and Meyer (2004), who describe that strategy formulation is a three-dimensional construct, composed by paradoxes that demand controversial choices from the decision maker. The dimensions and paradoxes are: i) strategic thinking, composed of the paradox between logical versus creative thinking; ii) strategy formation, made up of the paradox between deliberate versus emergent formation; and iii) strategic change, constituted by the paradox between evolutionary versus revolutionary change. The scale was applied online, through the Google Forms website, with 270 public servants who make up a collegiate at the Federal Institute of Rio Grande do Norte, called Colégio Gestor. In the treatment of data, a graphical analysis was performed to characterize the survey respondents and Cronbach's Alpha and Confirmatory Factor Analysis (CFA) to validate the scale. As for the findings, it was identified that there are twice as many men as women working in the formulation of strategies in the IFRN; the average age of respondents is 36 years; approximately 95% of respondents have higher education or some postgraduate degree and also have up to 15 years of service at the IFRN. Finally, the three dimensions of the measurement scale showed acceptable consistency, adequacy and degree of reliability, so it is concluded that the result provides evidence for its application in public organizations. However, it should be noted that there are certain differences between the solution presented here and the original scale. As an example, of the 30 items initially analyzed in the scale, 24 were validated.
