Resumo:The objective of this research is to understand the social, environmental, and economic impacts of landing use that aims the development of insular areas with the practice of tourism in riverside communities on the Combu Island (Belém - Pará). Amartya Sen's capacity approach and how development can be achieved according to this perspective served as the basis for the analysis and discussion of data collected on the development process and the relationship with tourism in Protected Natural Areas (PNA). This approach suggests that development is measured in terms of the opportunity to access civil rights, education and health services, and participation in the local economy, which enables to have security and freedom to choose what your priorities are. In methodological terms, this study has a qualitative and quantitative approach, with bibliographical, documental, and field research. To carry out the bibliographical and documentary research, scientific publications and institutional documents were used. The field research included the techniques of applying forms and conducting semi-structured interviews with the local tourist market, the government and civil society. Content analysis was used to analyze documents, interviews, descriptive statistical analysis and interpretation of the forms applied. The analyzed documental data pointed to the facts that there is an absence of public policies on the Combu Island, the specific actions that exists reaches only the economic sphere, demonstrating a weakness in action planning. It was identified that the island has several problems in social, cultural, environmental and economic spheres, factors such as the inertia of the government in providing public policies that order the public use of the area, which influence the extension of the deficiencies. It was also identified that there is a lack of integration and communication between the public bodies and the responsibilities of each one, in addition, there is a low investment in human and financial resources. Public authorities and the residents of the island involved in tourism activities see tourism as something positive, due to the generation of employment and income. However, the inhabitants of the island who are not involved in tourism consider that the activity only generates advantages for part of the population. Finally, the inhabitants of the island that participated in this survey pointed out that tourism has a positive contribution to economic opportunities, however, access to the economic dimension alone does not reflect the development of a society. In relation to political freedoms, residents consider that their participation in decisions that directly impact their lives is insufficient. Regarding social opportunities, the inhabitants of the Combu Island do not have conditions to achieve their substantive freedoms, such as access to education and health, in addition, other quality social services are also neglected.
