Resumo:The present monograph will approach the problem of the control, by the State, of the penitentiary system of Rio Grande do Norte, which took place, initially, through the action of the tactical intervention groups, and after a series of determining factors seen in the research, culminated in a process of humanization of the prison environment. The justification of the present work is to supply society's lack of knowledge about who are the public servants who enter the most adverse environments possible, with the mission of maintaining order and discipline when other means fail to do so, as well as exposing the means used for a greater humanization of prisoners. The problem is growing, with the adversities that are widely publicized, such as the overcrowding of prisons and the lack of compliance with the individualization of the sentence and the principle of human dignity. The objective of the research will be exploratory, aiming to deepen the knowledge about non-lethal techniques and technologies, as well as to explore the recent changes caused by the differentiated use of strategies regarding prison procedures and routines. It is based on primary sources, with the observation of intervention groups during the rebellion that claimed the lives of 26 inmates at the Alcaçuz State Prison in January 2017 and its consequent changes, also based on secondary sources, with bibliographic and documentary research. The methodology will be phenomenological- experimental, with an applied nature and qualitative approach. The purpose is to carry out a formative assessment, identifying weaknesses that can be improved and thus improving the legal certainty of the Special Operations Groups. In the final considerations, it will be seen that the series of factors listed are, together, essential in the maintenance of order and discipline in prison environments and in the provision of humanization projects.
