Resumo:Given the current situation of the Brazilian Company for Hospital Services (Ebserh), in which there are Federal University Hospitals (HUFs) of the Network spread around the country, integrating and exploring the existing technological solutions of the Network has become increasingly important for the enrichment of the strategic and organizational processes for the fulfillment of the institutional goals. The different information systems used by the HUFs are countless, many of them developed by the HUF itself or in partnership with the universities, according to their specific necessities, in a decentralized manner and without proper disclosure to the Network. Therefore, there is no proper management in this regard, generating rework and lack of software. This way, to find a solution for the aforementioned problems, the goal of this project was to formulate the proposal of a policy to promote the sharing and incorporation of software in Ebserh, bringing innovation for the Network’s digital ecosystem. The path traversed during the development of this project comprised the step of bibliographical review, in which an integrative revision of the literature was made, describing successful experiences of studies in the same theme of this project. The second step included conversations with specialists of Ebserh’s IT department, execution of survey and analysis of the systems currently in use in the HUFs, which testified the existence of countless different systems developed and reinforced the need to share and incorporate them to the Network’s digital ecosystem. Furthermore, documents published by Ebserh and the Federal Government have been analyzed. The previous steps built an important knowledge base that made it possible to identify the actors, the picture of a process and to propose the detailed guidelines in the Proposal of a Policy for the Incorporation and Sharing of Software in Ebserh.
