The methodology developed was a documentary research of the Multi-Year Plan of the municipality of Parnamirim-RN, during the fiscal year 2018-2021, with a qualitative-descriptive approach. As a result, it was found that the public policies of the municipal management in Parnamirim-RN are being executed in a balanced way between planning and public budget, involving budget actions, determinants of the Budget Guidelines Law, with due adjustments to the Multi-Year Plan. It is concluded that the public policies of the municipality's management are carried out in a way that aims at balancing planning and the annual public budget. A presente pesquisa acadêmica buscou analisar, em Contabilidade Pública, a Lei de Diretrizes Orçamentária (LDO) que orienta as metas e prioridades do Plano Plurianual (PPA) com as obrigações de transparência na gestão do gasto público. A metodologia desenvolvida foi uma pesquisa documental do Plano Plurianual do município de Parnamirim-RN, durante o exercício de 2018-2021, com abordagem qualitativo-descritiva. Como resultado, constatou-se que as políticas públicas da gestão municipal em Parnamirim-RN estão sendo executadas de forma equilibrada entre planejamento e orçamento público, envolvendo ações orçamentárias, determinantes da Lei de Diretrizes Orçamentárias, com os devidos ajustes ao Plano Plurianual.
