An undertaking of this size requires mitigating measures in order to minimize any negative effects that may occur. Due to these factors, the request for environmental programs is one of the conditions of the environmental licenses required by the environmental agencies. In this context, the Igapó Hook Road Complex, which is located between the municipalities of Natal/RN and São Gonçalo do Amarante/RN, is one of these projects that has the commitment to carry out environmental programs, in compliance with the environmental license. Thus, this work aimed to analyze the Social Communication Program - SCP and the Environmental Education Program - EAP of this road complex, in order to obtain a perception of the scope of these programs with the community involved. The methodology initially dealt with the study of the basic documents, prepared by the companies that provided environmental consulting for the work, such as the monthly technical reports, the Basic Environmental Plan - PBA, and the research manuals produced by DNIT. The next phase involved two surveys: online and in person, which targeted the community involved in the execution of the PEA and PCS in the project, between the years 2019 and 2021. The data collected were tabulated using Excel and for the generation of the results descriptive statistics was used, so that the systematization of the data and the production of graphics were performed by the statistical software R. According to the results obtained, it is possible to conclude that most respondents consider that the construction of the complex was beneficial for the population, but many are unaware of the execution of environmental programs carried out, as well as the existence of communication channels for issues related to the work, consequently there was a low adherence of the community involved to the use of communication channels made available in the social communication program. The results suggest that there are more comprehensive forms of dissemination so that the population around the project can become aware of the importance of the programs presented here.

Empreendimento desse porte requer medidas mitigadoras de efeitos negativos que porventura possam ocorrer. Devido a esses fatores, a necessidade de execução de programas ambientais faz parte das várias condicionantes presentes nas licenças ambientais emitidas por órgãos licenciadores. Nesse contexto, o Complexo Viário do Gancho de Igapó, localizado entre os municípios de Natal e São Gonçalo do Amarante, no Estado do Rio Grande do Norte, é um desses empreendimentos que tem como compromisso a execução de programas ambientais, em atendimento ao licenciamento ambiental. Esse trabalho teve como objetivo analisar o Programa de Comunicação Social - PCS e o Programa de Educação Ambiental - PEA desse complexo viário, de modo a obter uma percepção do alcance desses programas junto à comunidade envolvida. A metodologia tratou inicialmente do estudo dos documentos base, elaborados por empresas contratadas pelo empreendedor, como os relatórios técnicos mensais, Plano Básico Ambiental - PBA e manuais de pesquisa produzidos pelo Departamento Nacional de Infraestrutura de Transportes - DNIT. A fase seguinte envolveu a realização de duas pesquisas: online e presencial, que tiveram como público-alvo a comunidade envolvida na execução do PEA e do PCS entre os anos 2019 e 2021. Os dados coletados foram tabulados em uma planilha no software Excel, utilizando a estatística descritiva, de forma que a sistematização dos dados e a produção dos gráficos fossem realizados pelo software estatístico R. Os resultados obtidos permitiram concluir que a maioria dos entrevistados considerou a construção do complexo benéfica para a população. Muitos desconhecem a execução dos programas ambientais e não têm conhecimento dos canais de comunicação para assuntos relacionados à obra. Constatou-se uma baixa adesão da comunidade envolvida no uso dos canais de comunicação disponibilizados no Programa de Comunicação Social.
