Realizing the impacts caused by the practice of tourism that, based on neoliberal ideals, has been neglecting aspects beyond the economic. It is intended to contribute to the school of critical thinking in tourism through a theoretical reflection that highlights the emancipatory potential of a more humane tourism. We hope to achieve with this study, reflections and influences on the way it is seen, practiced and, mainly, thinking about a harmonization of all aspects that permeate Tourism. For this, a theoretical bibliographical review approach will be used. Characterized the current scenario of sanitary and social restrictions as a result of the Covid-19 pandemic, it is evident that tourism as it has been practiced has been bringing more negative than positive effects in the exploited locations. The study also points to a need to broaden our view of this phenomenon, based on its potential as leisure, highlighting the relationship between tourism and active leisure. O presente estudo tem como objetivo propor uma reflexão teórica entre turismo, liberdade e desenvolvimento, pois entende-se que o conceito de liberdade é central no contexto de desenvolvimento do turismo. Percebendo os impactos causados pela prática de um turismo que, pautado nos ideais neoliberais, vem negligenciando aspectos para além do econômico. Pretende-se contribuir para a escola de pensamento crítico de turismo através de uma reflexão teórica que ressalte o potencial emancipador de um turismo mais humano. Espera-se conseguir com este estudo, reflexões e influências no modo como é visto, praticado e, principalmente, pensar uma harmonização de todos os aspectos que permeiam o Turismo. Para isso, foi utilizado uma abordagem de revisão teórica bibliográfica. Considerando o cenário atual de restrições sanitárias e sociais em decorrência da pandemia do Covid-19, apontou-se que o turismo como vem sendo praticado vem trazendo mais efeitos negativos que positivos nas localidades exploradas.
